Purpose

  • To measure inputs to national family planning programs, separate from outputs such as contraceptive use or total fertility rates

  • Assess effort in 30 components to create profiles of effort – summarize in 4 components

  • Monitor program effort in over 90 countries over time (1972, 1982, 1989, 1994, 1999, 2004)

  • Policy on fertility reduction and family planning

  • Statement by leaders

  • Level of program leadership

  • Policy on age at marriage

  • Import laws and legal regulations

  • Advertising of contraceptives allowed

  • Involvement of other ministries and public agencies

  • Percent of in-country funding of family planning budget
