  2. Arthur came to the White House with a reputation of corruption. Yet as President, he redeemed himself of his political past and became one of the most honest presidents in our history.

  3. He was a defender of Civil Rights. Arthur was deeply involved in New York Republican politics. Supported the Pendleton Civil Service Act, which changed how government officials were selected.
