  9. History • Education for All Handicapped Children Act (EHA) of 1975 (PL 94-142) • Louisiana began serving children with disabilities ages 3-5 primarily in school settings. • Many other states served these children in childcare and/or Head Start.

  10. History • In 2001-2002, Louisiana began concentrating technical assistance to LEAs serving children in settings with typical peers and in their natural environment (childcare, Head Start, home). • Louisiana began using the optional settings of Itinerant Service Outside the Home and Reverse Mainstreaming. • During 2003-2004, FAPE in the LRE in Early Childhood Special Education was a focus for the Continuous Improvement Monitoring Process.

  11. History • Louisiana Early Education Program (LEEP) Institute • Redesign of Early Intervention training programs

  12. 2005-2006 • Fall of 2005 – 40% ECSE children included in ECE regular settings • State Improvement Goal on APR: By 2011, serve 61.71% ECSE children in ECE regular settings • 17 districts had more than 40% of their children in ECSE (self-contained) settings.

  13. Face-to-Face Meetings • Meetings were held in the 17 districts. • Invited to meetings • Superintendent • Special Ed & Title I Directors/supervisors • Elementary Supervisors • Early Childhood Coordinators (ECSE, Title I, LA 4) • Head Start Personnel

  14. Request for Application • The 17 districts applied for grants. • Grants $20,000 to $60,000 • Broad goals and objectives • Collaboration • Least Restrictive Environment • Universal Design for Learning (UDL)

  23. New Plans • Request for Applications (RFA) • To all eligible colleges/universities • Entitled - Early Childhood Programs: Teacher Collaboration in Inclusive Settings

  24. New Plans Applications due in August, 2008 • Two universities accepted (north & south) • Five schools selected • Teams of teachers formed • Begin work with schools in January 2009
