    5. 5 of 14 Increase Program Funding Levels to Improve Opportunities for NAOC Members (Government Affairs Committee) Initiative: Reduce financial and performance risk through continued partnering with appropriate agencies and component services. Metrics: Participate in one meeting in 2011 with USACE and AEC as a follow-up to “Industry Perceived Risk” document provided in November 2010. Request a meeting the new Special Assistant for Military Munitions, Environmental Community of Practice within 30 days of announcement that the position has been filled. Participate in one meeting in 2011 with senior-level USACE and AEC management and contracting personnel as a follow-up to the March 2010 meeting. Identify topic and participate in one partnering meeting with another agency, i.e., AF, Navy, ARNG, EPA. Actions: Document meeting attendees. Evaluate key elements of meeting minutes in an effort to document progress moving forward. Solicit member feedback. Ensure component services understand industry capacity to accomplish work. Share all results and progress using the NAOC website, newsletter and membership meetings.

    6. 6 of 14 Increase Program Funding Levels to Improve Opportunities for NAOC Members (Member Services Committee, Operations and Standards Committee, International Affairs Special Committee) Initiative: Improve information sharing for international opportunities. Metric: Identify key agencies who fund international munitions programs/projects by March 2011, and initiate partnering dialog. Actions: Develop an international POC list for members. In concert w/Operations & Standards Committee and International Affairs Special Committee, upload and maintain key reference documents to the NAOC website (by country) for member access. Leverage Lobbyist for introductions within Department of State and other international agencies.

    7. 7 of 14 Increase Program Funding Levels to Improve Opportunities for NAOC Members (International Affairs Special Committee) Initiative: Increase NAOC membership to include companies having an interest in international work. Metrics: 5% increase in the number of member companies Develop a revised “Benefits to Join” publication by January 2011. Actions: Identify international companies (non-members) and conduct targeted recruiting outreach to share benefits of membership. Share results of recruiting efforts with the Member Services Committee.

    8. 8 of 14 Achieve Global Recognition for Superb Munitions Response Services (International Affairs Special Committee, Operations and Standards Committee) Initiative: Publish NAOC papers that showcase technical or operational challenges and success to as wide an audience as possible. Metrics: Publish on position paper by December 2011 Submit an abstract and give presentation at one international forum in 2012 Actions: Identify topics for technical and/or operational papers/presentations. Assign “presenters.” Solicit Board of Directors’ review/approval.

    9. 9 of 14 Achieve Global Recognition for Superb Munitions Response Services (International Affairs Special Committee) Initiative: Increase NAOC presence at International events. Metric: Attend at least one international conference in 2011. Actions: Provide a list of international events to the Board of Directors’ for consensus on the most beneficial to attend by January 2011. Request opportunity to speak and/or participate in a panel discussion. All presentation materials shall be reviewed by the Board of Directors.

    10. 10 of 14 Enhance Membership Benefits (Member Services Committee) Initiatives: Increase Opportunity Awareness via Speakers, Presentations & Networking. Metric: Have two speaker forums in 2011, including the General Membership Meeting. Post meeting summaries and presentations on the website within seven days Actions: Continue focus on arranging timely and informative presentations from representatives of government agencies and industry. Set aside periods of time or breaks during meeting events or the Capitol Fly-In for people to hold informal discussions with one another. Solicit feedback about ice-breakers or other social events hosted by NAOC while sharing the Committee's objective of enhancing the benefits of their membership.

    11. 11 of 14 Enhance Membership Benefits (Member Services Committee) Initiative: Improve communication via Webinars, Video-teleconferencing and Website Information/Access. Metrics: Conduct three meetings via webinar format (including Board of Directors’ Meetings) Develop a online survey/customer satisfaction website link by January 2011. Provide a generic company log-in for Website access by January 2011. Track website usage and report to the Board of Directors quarterly Actions: Discuss with the NAOC webmaster the potential investment and action required to improve website content to potentially include uploaded videos of presentations (e.g. an approach similar to "YouTube"). This might be done for partnering sessions hosted/coordinated by Gov't Affairs or other sessions where meetings or information is shared with a typically narrower audience. Encourage Committees to post relevant information on the website.

    12. 12 of 14 Collaborate in Development and Application of Technology, Guidance, and Regulations (Technology Committee) Initiative: Work with DoD ESTCP/SERDP and other agencies to stay abreast of latest technologies and share related information with NAOC members. Metric: Attend three ESTCP/SERDP meetings and post relevant information on the website within seven days Respond to requests for White Papers, technical comments, etc within the requested response timeframe, or within 21 calendar days of the request, if not defined. Actions: Publish information via email, newsletters, meeting presentations and using the NAOC website. Solicit feedback from members and Membership Committee on opportunities to collaborate/coordinate. Track specific opportunities for NAOC to contribute to government policymaking.

    13. 13 of 14 Collaborate in Development and Application of Technology, Guidance, and Regulations (Government Affairs Committee, Operations and Standards Committee) Initiative: Address policy and regulation encumberments (e.g. DoD Instructions, onerous ATF Regulations) Metrics: Request opportunity to participate in at least one meeting with either the State Munitions Response Forum and/or FUDS Forum. Identify topic and participate in one meeting with ASTSWMO. Actions: Leverage Lobbyist and other entities to evaluate/assist with options on effecting change. Focus on effective approaches to persuade those with authority of our perspective, and develop/apply leverage where practicable. Document meeting attendees and post meeting summaries on the website.

    14. 14 of 14 Collaborate in Development and Application of Technology, Guidance, and Regulations (Technology Committee) Initiative: Improve technological relationships with Canada's DND/DCC and other international MR entities. Metric: Measure progress by noting number of meetings and conferences publicized and attended. Actions: Assist Canada's DND/DCC Munitions Response organization, as well as those of other international entities, in a manner similar to the support provided to DoD and Component Services. Opportunistically contribute to MR policy development and Standards of Practice. Share progress regarding development of productive professional relationships through use of NAOC newsletters/website and measure website usage and number of NAOC member companies bidding or conducting international work. More and better information would be anticipated to improve potential for NAOC members to win international work and achieve this strategic objective.
