2009 Follow Up

Grounding of the M/V Sichem Princess

BACKGROUND

Grounding of the M/V Sichem Princess: On 27 August 2008, the M/V Sichem Princess made what was believed to be a “soft grounding” at Pockwood Pond. However, a preliminary assessment of the actual damage on the 14th of September indicated that a pathway through the patch reefs of an area covering approximately 200 feet long and 40 feet wide was clearly visible due to severely crushed corals and carbonate rock structure, red anti-fouling paint left on the substrate and numerous broken coral and rock fragments.

Issues

  • Integrity of Vessels – many vessels do not have insurance and requisite safety equipment on board
  • Effects on Petroleum Industry – illegitimate imports have the potential to destabilize land based businesses that import fuel.

What Is Being Done to Address the Problem

  • Several meetings were held with HM Customs, BVI Ports Authority, VI Shipping Registry, Marine Police, Environmental Health and Conservation & Fisheries
  • Discussions were held to identify the issues surrounding the arrival and inspection of vessels and cargo; to determine how resources can be better used; overseeing the pumping of petroleum products; and how information sharing can be improved.

  • Contracted the services of a consultant to assist in re-drafting the BVI Petroleum Regulations: Draft of the BVI Oil Spill Prevention Act, 2009.

  • A Consultant has been contracted to review the existing plan;
  • Held stakeholder meetings;
  • Currently received the final drafts which will go before cabinet for approval in the first quarter of 2010.
