  1. JAR PRESENTATION 14.06.2012 Kosovo Education Strategic Plan, KESP, was developed 2010-2011 and approved in 2011. First Annual KESP for 2011 was developed mid-2011 The KESP 2011 Joint Annual Review, JAR, was arranged as a three-day event in late March 2012, to discuss status, achievements, challenges and the way forward This JAR was the first ever to be arranged, and has to be seen as a “light”, or “pilot” version Developing the JAR Report was a challenging task due to lack of “evidence based” information and data

  2. SOURCES OF INFORMATION

  3. JAR workshop Day 1: Background paper presented, including status, achievements, challenges. Discussed in nine sub sector groups Day 2: Challenges  way forward  priorities, Draft Aide Memoire (AM),in same groups Day 3: Priorities  recommendations, studies and priority tables drafted for Aide Memoire

  4. VET recommendations

  5. Way forward • Need for streamlined Monitoring and Evaluation approaches; MEST, KESP, Torino etc  JAR • Avoid overloading MEST and institutions • Keep it simple, don’t collect more info than what can be handled • Specific, thematic studies to feed  JAR • Monthly, Quarterly, Annual Reports moving from Outputs towards Results • Feed the results into planning, policies, actions!

  6. WAY FORWARD • Improved M&E for “better production of evidence” • Towards a more “Results Based M&E”: Outputs Outcomes Results Impact training trained teachers students students (100 trained) changed practices learned more studied longer
