Public Warning in CMA • CMA is on the way to establish a nation-wide all hazard all media public warning dissemination system • Organization • 1 National center • 31 Provincial centers • 328 Prefecture centers • 2431 County offices • Communication Network • Domestic service network (CMA intranet) is isolated from internet, fast, safe and highly controlled. • Terrestrial wide band network, satellite two way communication, satellite broadcast • International connections, WMO RTH Beijing, WIS, GTS • Service • Public, security and natural resource oriented meteorology

New technology • S-DAB • Satellite Broadcast • Full footprint coverage • little transmission delay • Efficient “last-mile” dissemination for mountain villages, islands and ocean areas • Cell Broadcast • Up to 660 Million mobile phone users in China , 2009 • CBCH channel, fast, efficient, economic • Geo targeted

DAB Receiver • Text-to-Speech audio generation • Audio, serial and USB interface • Browse and replay stored messages • Message filtering • Diversified alarm type such as beep tone, LED indicator. • active and power saving mode. • AC/DC power supply with backup battery • Backlight for low light situations. • Current price CNY 1400 • Expected future price: CNY 500~800.

History of DAB • Working group of emergency managers, IT experts and telecommunication experts convened in May 2007 to start DAB • DAB draft recommendations of transmission and receiving was proposed in Oct. 2007 • Draft was in field tested and revised in April 2008 • Platform Software developed in 2008 • First batch production of receivers, Nov,2008 • Pilot system of 2140 DAB receivers was set up in 2009 • 6 provinces are engaged in pilot system for testing and assessment now

  9. Pilot system of Cell Broadcast + • First city: Shenzhen, Guangdong province • Population: 7 million • Area: 2020km2 • Service open:18 July, 2007 • Geographic Grid : 1km x 1km • 2020 grids for targeted dissemination

  12. Regulatory Efforts • Local government, CMA local office and mobile operators are working together to promote cell broadcast public warning. • More than twenty provinces have announced to start cell broadcast public warning.
