  2. Slaughter The general (probably not onlyPolish) problem: piece-work. Not onlythebutchers but alsotheVeterinaryInspection (and ultimatelytheappointedveterinarians) arepaid a piece rate. Nobodyisinterestedinrealchecksthatcould slow down theproductionline. In fact, nobodyisinterestedinthepresence of a veterinarianduringslaughter!

Ritualslaughter w/o stunning • Therecan be no doubtthattheprocedure of slaugthering w/o priorstunningis much moreinhumanethananystandardprocedure(s): • Dialrel Report 2010 • EFSA 2004 Welfare Aspects of Animal Stunning and Killing Methods (Question No EFSA-Q-2003-093): • FAWC 2003, Part 1: Red Meat Animals); FAWC 2009 (Part 2: White Meat Animals • British Veterinary Association, 2012, Welfare at slaughter and food labelling. (Briefing for MEPs) • Federation of Veterinarians of Europe 2002. Slaughter od animalswithoutpriorstunning. (FVE position paper). • A. Kijstra & B. Lambooij 2008 Ritueel slachten en het welzijn van dieren. • Besides, eventhereligiousrationale for ritualslaughterturns out to be based on superstition: several laboratories confirmedthatstunningdoes not affectbloodloss(Anil 2002).

Ritualslaughterin Poland: rotary pens, no alleviatingmeasures Ritual slaughterstartedillegallybefore 2004 andexpandedrapidly, out of the public eye but with a fullcooperation of veterinaryauthoritieswhodidnothing to make morehumane. Over 300 000 cattle per yeararekilledthatway Officiallythereare 16 halaland 2 schechitaslaughterhouses.

  5. Whathappens to unkoshermeatfromschechita? The fateofthehindquartersthatarerejectedbyreligious Jews remainsunclear. At least someofthemprobably end up on regularmarket (althgoughonerepresentativeoftheindustrymaintainedthattheyareexportedashalalmeat). The industryissecretive but somedetailsfromtheLeszno-Gostyncomplexhavebeenpublished*: 100 cowsarekilleddailyin Leszno, thentransported to Gostyń. Thecarcassesareprocessed (skinned, vesselsremoved) and therabbiesinspect and test thecracass. As a result on theaverageonly 20 carcasses pass thekoshertestand 80 aresoldtogeneralpublic. * In an interview withPawełBramson, a prominent Jewishactivist, whoworksatGostynas a supervisor (mashgiach).

  6. Transport of unweanedcalves: theordealcontinues Wellover 100 000 unweanedcalves per yearhavebeenexportedfrom Poland to Italy (averagejourney time 25 hours), TheNetherlands,and Spain. Aftermany years, Polishveterinaryauthortitiesdeclarebeingunable to secure minimum welfarestandards of long distance transport of calves to complywithRegulation (EC) 1/2005, inparticular to provideappropriatefeeding. In additionthe FVO noted(in thelast 2011 Report) thelack of recordingby satellitenavigation systems (SNS) as required for journeysover 8 hours, and no appropriateinstructionsprovided by Polish vet authortities

  7. Animalmarkets Probablysome100 000 animals(mammalsandbirds) pass annuallythrough 55markets (aslocatedby Viva, legal and illegal), whereanimalsareregularlytraded. Kozłów Biskupi 13/11/ 2012 • Repeatedlyrecordedviolations: • beating, using electric prods, twistingtails, pullingears, droppingfrom a truck; • stickingpiglets, birds (oftenmany of them) and calvesinsacksthatarethrownintotrunks/boots; • bringing in sickanimalswhocannoteven stand; • keepingdehydratedanimalswithoutanyaccess to water: • keepingform many hoursunmilkedcows, withmilkdroppingfromtheudder; • no sheltersagainstextremeweather (above +30 Cºor-20 Cº); • no loadingplatforms; • vehicles not adapted for transportinganimals.

Animalmarkets:appallingnegligenceof VeterinaryInspection • Despiteyears of reportingappallingcruelties by NGOs (by Viva and others) • thereis no improvement (as shownby the FVO 2011 audit): • downersaredragged to thevehicles • animalsroutinelytied by thehorns • allwithoutanyreaction of thelocalveterinaryauthority. Bodzentyn 3/11/2012 Many marketsare not controledevenformally: TheVeterinaryInspectionignoresAnimalWelfareAct and refuses to inspectmarketsthathave not beenregistered (following an absurd interpretation of law)

Theoverarching, fundamentalproblem:obstruction of animalwelfareimprovements by the Department of Agricultureand itstop veterinaryofficers The attitudeofPoland´sDeptofAgriculture: „humanitarianismis for thehumanists” (M. Sawicki inresponse to crueltyatanimalmarkets) Systematic erosionof EU laws(mistranslations, removalofaxiologicalmessage) Degradation of national lawunder thepretext of transposing EU law: the minimum EU requirementsareroutinelypresented as therequiredstandards.
