Importance of AHL-a permanent document -Why & How AHL is prepared • Abridged Houselist- an essential link between the Houselist and the Population Enumeration. • Provides-basic frame for carrying out the Population Enumeration and for assigning the Household Serial Number to each household in an Enumeration Block (EB). • Helps- ensuring equitable work load to each enumerator. • Assists- in ensuring complete coverage during the population enumeration. • Serves- as a frame for Post-Enumeration Surveys (PES) and other similar multipurpose surveys until the next Census. • AHL- must be filled up carefully. Read the instructions and the instructions in the notes to the Abridged Houselist form itself. • AHL- for Population Enumeration prepared basing on the details from the Schedules filled up during the Houselisting and Housing Census.

Principles for Formation of Enumeration Blocks • AHL-prepared for each Enumeration Block (EB) • Important notes for forming the Enumeration Blocks— • Blocks carved out during Houselisting generally to be kept intact. • EB No. thus, be the same as the Houselisting Block (HLB) No. • In cases the population exceeds 800, Sub-blocks would be formed and the HLB be broken up into two or more EBs. • In such cases, the EB no. would be the same as the HLB No. but in addition, there would be a Sub-Block No.

  4. Formation of sub-block • For HLBs with more than 800 population- • Identify the part of the Houselist Schedule of the particular Sub-block by marking with the red lines. • Carve out the Sub-blocks. • Make use of Lay Out maps for the purpose. • New EBs so formed will have the same number as the original EB- • However, this will have sub-block numbers. • For example- if one EB (say EB No. is 0123) has 2500 population during the House Listing Operation, now divided to 4 EBs, the newly created EBs will bear no. 0123-1, 0123-2, 0123-3, 0123-4. • Give the Sub-block Number like 1,2,3.. in red ink on the relevant portion of Houselist Schedule. • Ensure that the details of all- • buildings, • census houses • households • as in the Houselist Schedule copied into the Abridged Houselist form. • Boundaries of a Sub-block should be identifiable on the ground. • Lay out map of the Houselisting stage should also be used for delineation of Sub-blocks.

Example for formation of Enumeration Blocks During Houselisting & Housing Census For Population Enumeration EB No.123-1 Households: 1 to 150 Population: 700 HLB No.123 No. of households: 400 Population: 1900 EB No.123-2 Households: 151 to 260 Population: 650 EB No.123-3 Households: 261 to 400 Population: 550

Role of Charge Officer • Responsible for- • Formation of the Population Enumeration Blocks based on the HouselistingBlocks. • Ensuring correct copying of the details of each Enumeration Block and sub-block in the corresponding “Abridged Houselist”. • Accurate preparation of the Charge Registers for the Population Enumeration phase including the sub-blocks formed in bigger EBs. • Comparing the new Charge Registers with- i) the Houselist Schedule ii) the Abridged Houselist iii) Charge Registers prepared for the Houselist

Preparation of AHL • Abridge Houselist- • Prepared by copying the particulars from the Houselist Schedules • A vital document, must be prepared neatly in good handwriting • Clerks appointed for Census, 2011in the charges to do the work • If they are unable to do the job within the stipulated time, script writers with good hand writing are to be engaged by the Charge Officer • Overall responsibility of timely completion of the job rests with the Charge Officer • Payment will be made appropriately as per the instructions to the clerk or the script writers who do the job as the same rates

Abridged Houselist comprises of six sections – • Section 1: Cover page- Identification Particulars and a concordance statement for split Ebs. • Section 2: Houselist particulars (10 columns- Col. 2 to 7) to be copied from Houselist Schedules (HLS) at the Charge level. • Section 3: Addenda to record buildings/census houses/households not covered in Section 2 but found during Population Enumeration. • Section 4: A provision made to identify and record places where houseless population is found during Population Enumeration. • Section 5: Total number Population, occupied residential houses and of households, of the Enumeration Block to be filled in after completion of revisional round of population enumeration. • Section 6: A certificate of complete coverage and inventory used/unused material for Enumerator during Population Enumeration.

  9. Important points to be noted for preparation of AHL • Only Sections 1 & 2 the Abridged Houselist (AHL) are to be filled at Charge Office. • Sections 3, 4, 5 and 6 of the AHL are not to be filled in the Charge Office. • These sections are to be filled in by the enumerator – • At the time of Population Enumeration or • Just after the completion of the Population Enumeration • The location particulars are to be filled at the top of each page of AHL.

  10. Section 1of AHL Section 1- Identification Particulars and Concordance statement • Fill the complete Identification Particulars. • Names of State, District/, Tahsil/ PS/ Dev. Block/ Circle/ etc.,/ Town/Village along with their code numbers, Number of Ward and Enumeration Block No. and Sub-Block Number (If any) • Fill the concordance statement if • HLB is split into 2 or more EBs and give the HLB No. from which carved out and the Household Nos. covered otherwise put dash ‘-’

Section 2 of AHL- contains 10 Columns • Column 1 (Serial number) • Column 2 (Houselisting Block Number) • Column 3 (Building Number) • Column 4 (Census house number) • Column 5 (Purpose for which census house is used) • Column 6 (Household Number) • Column 7 (Name of the head of the household) • Column 8 (Serial number of household) • Column 9 (date(s) of visit/re-visit) & • Column 10 (Remarks)

Broad Instructions for filling Section 2 • Columns 2 to 7 -To be copied from relevant columns of Houselisting and Housing Census Schedules at the Charge Office. • Column 8 - To contain the serial number of all the households in continuation and will also be filled at the Charge Office. • Columns 9 and 10- To be filled in during fieldwork for the Population Enumeration. • Section 2 – • To contain all the entries regarding buildings, census houses and households recorded in the Houselist Schedule of the concerned Enumeration Block. • All the entries in columns 2, 3, 7, 9 and 13 of the Houselist Schedule (HLS) must find a place in it. • To start with the first census house in the Houselist Schedule of the EB. • All the rows without any exception are to be copied in Abridged Houselist from the Houselist Schedules.

  13. Instructions for filling up Section 2 of AHL • Column 1:(Serial Number (SL.N) • Write the serial number starting from 1. Sl. N will run continuously in each EB. • Serial number may differ from the line number of the HLS only if the Houselisting Block is split into Sub-Block(s) or some rows deleted. • Column 2:(Houselisting Block Number) • Information in Column 2 to be copied from top right most item of the Location Code in the HLS. • Columns 3, 4 and 5:(Building Number), (Census house number), (Purpose for which census house is used) • These columns are identical with the columns 2 , 3 & 7 of the HLS and thus be copied into the respective columns of Abridged Houselist.

Instructions for filling up Section 2 of AHL • Columns 6 and 7: (Household Number), (Name of the Head of the Household) • Columns correspond to Columns 9 and 13, of the HLS respectively and be simply copied from the HLS. • For such cases in which no household number has been recorded in the Houselist Schedule, a ‘-‘ may be put under these two columns. • Column 8 (Carefully Note)- • Relates to the serial number of household and to be given afresh starting from 1. • This serial number is extremely important, as it will be entered in other census documents, and it should be given with extreme care. • Particularly to be used in Household Schedule during the Population Enumeration. • Serial number is to be given to each household i. e. every household entered in Column 6 of the AHL (including Institutional Households with code ‘999’). • This Sl.Nwill be continuous in ascending order for all the households within the E.B. • All the lines in which Column 6 having ‘-‘(dash) will be skipped for this serial number and ‘-‘ (dash) will be entered in column 8.

  15. Instructions for filling up Section 2 of AHL • Columns 9 and 10: These columns will be filled up by the Enumerator during the Population Enumeration phase and therefore these are to be left blank while filling up Section 2 in the Charge Office. • In the subsequent pages of Section 2 continue serial number in Column 1 and Column 8 from the previous page. • The Enumeration Blocks which coincide exactly with the Houselisting Blocks with no Institutional Household (999) given in column 9 of the Houselist Schedules. • The household number given under column 9 of the Houselist Schedule may be repeated in column 8 of the Abridged Houselist. • In case a Houselisting Block is split into two Sub-Blocks, it is obvious that separate Abridged Houselist will be prepared for the Sub-Block of the same HLB. • In the Sub-Block, the Serial Numbers of the Households should be given freshly starting from 1.

  16. Section 3 of AHL is Addenda to Section 2 and contains the same columns • In this the particulars of the new buildings, census houses and households which were not covered during the Houselisting and Housing Census or have come up after the Houselisting Operations are to be filled. • This is to be filled during the updation of Abridged Houselist at the time of the Population Enumeration. • Detailed instructions in this regard are included in the Instruction Manual for filling up the Household Schedule.

  17. Section 4 of AHL contains 7 columns • Section 4 of the Abridged Houselist is to be used for identification and recording of places where the houseless population is found staying during the course of Population Enumeration by the enumerator during field visit. • It gives the details of particulars of the places, name of the head of the houseless households and the approximate number of persons in the household.

  18. Section 5 and 6 of AHL Section 5 -Contains details of the Population Enumeration Block. • Population • Number of occupied residential houses • Total number of households To be filled only after the completion of revisional round of Population Enumeration. Section 6 • Contains the certificate of complete coverage during Population Enumeration • Inventory of used/unused material for Enumerator including layout maps, Household Schedules (received and returned and spoiled), Enumerator’s Abstract along with the signatures of enumerators • Acknowledgement by the Supervisor. To be filled after the completion of revisional round of population enumeration only at the time of submission of the filled in Household Schedules along with the other material used/unused during Population Enumeration by the enumerator to the Supervisor
