American Clean Energy and Security Act • Current version • MPOs serving greater than 200,000 population: Transportation Management Areas (TMAs) • Submit greenhouse gas reduction goals • For transportation-related emissions • Does not provide funding for at TMA level • Have taken steps to inform House staff

Highway Trust Fund • Expected shortfall in August 2009 • Causes a cash flow issue • Need $5-7 billion through September 2009 • Need additional $10 billion for FY 2010 • Administration to devise potential solution • Last year’s solution: monies from general fund • This year’s potential proposal: spending reductions

  7. Reauthorization • Surface Transportation Authorization Act • Dollar amounts pending • Emphasizes consolidating programs • Metropolitan Mobility & Access Program: • MPOs discretion to shift funding from highways to transit • Expand percentage of STP funds allocated to MPOs
