  2. CHP SITUATION IN GREECE • Liberalized energy market, according to Directives and 2773/99 Law, but in reality, only PPC produces 96% of electricity - Similar situation in NG. Slow process in Energy issues. • RES produces approx. 2% of total electricity – Target: 500 MWe PV, and more than 10000 MWe wind by 20202 – Difficult to be achieved. • ~ 250 MWe CHP installed, in industry (refineries, paper), tertiary (clinics, private hospitals, etc) and agricultural sector (greenhouses) and about 1,5% of total electricity is produced by CHP. • Aluminum of Greece is installing 334 MWe CHP in its industrial site – in monitoring phase – operation: 2nd semester 2009. • Today, many of them are out of operation due to existing Energy prices (high NG price, low electricity selling price, etc). • Feed-in-Tariff for CHP electricity to the grid is paid as RES (80.14 E/MWh). • 29.1.2009: transposition Law for CHP, according to 2004/8/EC.

WHAT IS CODE ? • The CODE (Cogeneration Observatory and Dissemination Europe) project is an EU wide independent assessment of the progress of the CHP Directive 2004/08/EC. • By giving rapid assessment on the Directive’s deployment the CODE project supports early corrective action. • By building regional knowledge bases and providing examples of best practice, the project enables more rapid market development.

ABOUT CODE • by building a central database of European cogeneration policy it creates the first complete summary of high efficiency cogeneration across Europe and the baseline measure for future studies. The project uses a regional structure to review and report on the M-S progress. • Regional groupings provide a M-S and regional summary starting with the high efficiency CHP national potentials followed by support mechanisms, barriers and Guarantees of Origin process.

ABOUT CODE (2) • A regional view will be taken on progress and a handbook of case studies developed to speed up market penetration, through referential marketing and best practice spread. • Comparisons between policy approaches will be made against three standard test cases. • A European Cogeneration Roadmap leading to 2020 will be produced.

SPECIFIC OBJECTIVES • Identify national potential for the application of high efficiency cogeneration, and report on progress to achieving the potentials • Provide an analysis of barriers to achieving the identified national potential • Ensure that support mechanisms for cogeneration are provided only for high efficiency cogeneration • Take measures to ensure that purchase of electricity by cogenerators is on the basis of published tariffs terms and conditions • Appoint an independent body to administer a Guarantees of Origins scheme for cogenerated electricity.

  8. PARTNERS OF CODE • The following Organizations are partners of the CODE Project:- COGEN Europe (manager)- HACHP (Greece)- CHPA (UK)- JSI (Slovenia)- FAST (Italy) • All above are National members of COGEN EUROPE and each one is of the four regional co-ordinators.

  9. DURATION & BUDGET OF CODE • The CODE project begun in October 2008 and it will end in 2011. • The budget of the Programme is 1,1 mil Euros approx.
