  2. WHAT IS THE APT? The Asia-Pacific Telecommunity (APT) is a regional organization for the development of telecommunication services and information infrastructure in the Asia-Pacific region with a particular focus on the expansion in less developed areas. The APT was established in May 1979 by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the International Telecommunication Union (ITU). The APT Secretariat is located in Bangkok, Thailand.

  3. OUR VISION “Taking our Asia-Pacific membership to greater heights in the sustainable development of ICT through effective collaboration and coordination.”

  4. WHAT WE DO? The APT contributes to the development of telecom and ICT industry by: • Promoting the expansion of telecommunication services and information infrastructure; • Developing regional cooperation in areas of common interest; • Undertaking studies relating to developments in telecom and information infrastructure technology and policy and regulation, • Encouraging technology transfer, human resource development and the exchange of information; and • Facilitating coordination within the region.

MEMBER (34) state within the region which is a member of the UNESCAP ASSOCIATE MEMBER (4) territory, part of group of territories within the region which is an associate member of the UNESCAP AFFILIATE MEMBER (111) enterprise, agency, institute, organization, association or other undertaking entity or participant, whether private or government owned, commercial or not-for-profit, active in telecommunication services or information infrastructure with a substantial presence in, and commitment to the region, which is prepared to participate in, and contribute to the work and activities of the Telecommunity MEMBERSHIP 5

Facilitate the exchange of views between members and cooperate with partner organizations on policy and regulatory issues, including trade regulations for telecommunications and the convergence between broadcasting and telecommunications.   9. Promote the cooperation between members for upstream and downstream development and standardization activities including those for Next Generation Network (NGN) and IP services. ASTAP Expert Group on NGN ASTAP Expert Group on Next Generation Networks (NGN) was established to: • Finalize the responses to a questionnaire on migration to packet networks. • Submit APT contributions to the ITU-T, based on the questionnaire responses. • Share information (based on the responses) with member countries on migration to packet networks. • Study the integrated management aspects of NGN. • Study the mobile network management function of NGN. • Organize a seminar/workshop on NGN. • Study the Next Generation Operation Support System (NGOSS).

  11. Expert Group on NGN continues survey on NGN R2 service in aim to develop a proposal to ITU-T. The EG continue efforts to develop NGN guide book however contents and specific time frame to complete it has not been fixed. The EG sought comments from EG members on draft of the APT common proposal on End-user-centric NGN multimedia terminal requirements. The EG reviewed latest status on NGN Release 2 scope in ITU-T SG13 and methods of joint-development of the NGN Guidebook among ASTAP members. Promote applications of radio technologies, facilitate members’ co-operation for spectrum harmonization and assist Members to explore new technologies and the benefits and applications of each, including the rapidly advancing wireless broadband technologies. Facilitate the development of broadband networks at national and transnational level to promote access to network and development in rural and remote areas taking in account the new technologies that are up and-coming. Harmonize regional views on development matters and present them at the relevant global forums, particularly ITU/WTDC-2010.   14. HRD AND TRAINING STUDY VISITS EXPERT MISSIONS Implement HRD programs meeting the requirements of Members with particular emphasis including regulation and new technologies. CAPACITY BUILDING AND HRD

OTHER KEY WORK AREAS • Network & Cybersecurity • Develop policies and regulations to promote network and cybersecurity. • Disaster Management • Promote disaster preparedness and restoration by the use of ICT and the benefits of ICTs in disaster prevention and management. • Facilitate the development ICT skills for disaster management.

  16. OTHER KEY WORK AREAS • Promote development of ICT services and ICT adoption • Support the development of e-enabled services and e-applications to promote the use of ICT. • Industry • Promote dialogue between policy maker/regulator/operators and the business community. • add value for affiliate members by organizing meetings between the policy makers/regulators, operators and suppliers.

  17. OTHER KEY WORK AREAS • Intra-regional and Inter-regional coordination and cooperation • Coordinate effectively between APT members and with other partner organizations operating within the region. • Enhance its global presence and continue to be the premium organization for members to interact with global activities. • Seek to find common views in the Asia Pacific region on policy and regulation matters and present them at the relevant global forums, particularly for the ITU Plenipotentiary 2010.
