Environmental Health & Safety • The Environmental Health & Safety (EH&S) Department provides services to ensure that faculty, staff, students and visitors to the university are provided an environmentally safe place to work, study and/or visit. • EH&S works to accomplish this by providing consultation regarding legal requirements concerning protection of individuals and the environment, safety training, inspection to improve the level of compliance, and the abatement of hazardous or unsafe conditions on campus.

  3. 2012/13 Highlights:Compliance Tasks • All goals were chosen to address the elements of the Departments Mission. • The Department is currently supporting 53% of the legally required compliance tasks, an increase from 49% last fiscal year. • Increase is a result of recruitment of the new Biosafety Position and contributions by nine interns who worked in EH&S this fiscal year.

Major Goals and Accomplishments for FY 2012-2013 • Develop Ergonomics Workshop • Implement the Skillsoft Web Based Training System (Note: Email Reminders increased 1stQtr Training Attendance by over 338%) • Streamline Monthly Hazardous Materials Inventory • Develop Recombinant DNA Program • Develop ATD Training • Incorporate compliance procedures for the Aerosol Transmissible Disease Standards into the Template Biosafety Manual

Major Goals and Accomplishments for FY 2012-2013 • Develop Safe Work Practices for Acids/Bases, Toxics, Pyrophorics, etc • Revise and Develop Chemical Laboratory Safety Training • Develop Biosafety Level 2 Training • Development of Safety Implementation Web Page for Animal Users • Development of Web Page of the Management of Automotive Hazardous Waste • Summarize/implement new CDC Biological Select Agents & Toxins (BSAT) regulations for Tier 1 Select Agents

Major Goals and Accomplishments for FY 2012-2013 • Develop Suitability Assessment Program and Suitability/Risk Identification Training Program for Bioterrorist Agents • Implementation of BioRAM Risk Assessment Matrix for Select Agent Research • Development of Web Based Power Safety Cart Training • Developed First Responder Awareness Training Material for Police • Employee EH&S Compliance Training – Essential Training Compliance Increased by 11.8%.

External Regulatory Agency Inspections • California Occupational Safety & Health Administration (Cal OSHA) • The final inspection report on Bale Wagon Accident containing three violations was received on December 13, 2012. The University and the Foundation abated the violations and paid fines of $3,750. • Center for Disease Control (CDC) • The CDC conducted inspection on July 10 and 11, 2012 and issued 17 violations and 3 recommendations in August 2013. All violations/recommendations were corrected/addressed. • Los Angeles County Fire Department • The L.A. County Fire Department conducted an inspection on January 16, 2013 and found seven violations. All violations were corrected.

  10. External Regulatory Agency Inspections • Los Angeles County Public Health • Three violations for Facilities Managements Underground Tank System, as a result of a March 28, 2013 Inspection, were recently closed. • South Coast Air Quality Management District (SCAQMD) • During December 2011, the SCAQMD conducted an inspection and issued eight violations. The last of these violations were corrected this fiscal year. Estimated cost of compliance is $1.1 Million. A Settlement Agreement was approved and a fine of $29,500 was paid. This proposed fine is significantly less than the full civil penalty which would be at least $15,000,000.

  11. External Regulatory Agency Inspections • State Fire Marshal • There have been 5,022 violations issued to date • 4,095 (or 82%) are closed. • 927 open (see table). Open Fire Marshal Violations by Division

  12. Measurements & Benchmarking • EH&S routinely participates in the Biennial CSHEMA (Campus Safety Health & Emergency Management Association) Benchmarking Program. • Some of the University’s current measurements/results and Best Practice Targets are summarized in the following table.

FIVE-YEAR STAFFING PLAN • The five-year staffing plan for Environmental Health & Safety was revised. • The plan calls for replacement of 6 positions lost from budget reductions and 2.5 additional positions to address expanding University Programs, financial liability, safety of the campus community and legal requirements. • The plan calls for a total of 12 positions by FY 2016-2017. • Currently, Our EH&S Department has a staffing level of 3.5 In comparison, • CSU Chico EH&S has a staff of 5.5 • CSU Fullerton has 7.0 • CSU Los Angeles has 6.5 • CSU San Luis Obispo has 5.75 • CSU San Marcos has 5 • CSU San Diego has 13.
