EU-Africa Collaboration Project IMPEL-TFS project, led by Norway The project team: representatives from IMPEL-TFS Secretariat and the Steering Committee, Norway, Germany, the Netherlands, Romania, Portugal and UK. Legal base: European Waste Shipment Regulation (EC) 1013/2006 and Commission Regulation (EC) 1418/2007 Art. 37 and 49.2 of Reg. EC 1013/2006 Currently coordinating activities with Basel E-waste Africa Project, the Netherlands-Ghana Collaboration and INECE (SESN) Project start/end: March 2009/?

  3. Objectives The main aim of the project is to effectively clamp down on illegal shipments of waste to Africa in order to protect human health and the environment. Establish formal contacts in key African countries (focus on W.A); To raise awareness and enhance compliance with Reg. EC 1013/2006 through innovative communication (focus on exporters in Europe); Assess current situation regarding imports from EU, enforcement structures, treatment possibilities, problematic wastes streams and import restrictions; Agree on how to deal with verification requests and detected illegal shipments and their return (i.e enforcement part of component 4 of the Basel E-waste project)

Many shipments checked/controlled were illegal (in Europe) • Do the exporters really want to send waste to Africa? • No (good guys) • Yes (the bad guys) • Do they understand the ‘language’ being used in the environmental regulations and media? Supplementary actions/task • Norway is stopping and checking almost every single container leaving her territory for Africa • Brochure on shipments of used goods by Norway and the Netherlands (focus on exporters) • Guide document on classification of waste and products from Germany (focus on inspectors)

Milestones Workshop in Östersund, Sweden 19 March, 2009 Teleconference with SBC, IMPEL-TFS and INECE 16 April, 2009 Participate in a kickoff meeting in Geneva by SBC 16-17 May Preparation for a workshop in Ghana June-October 2009 Workshop in Ghana November, 2009 Report to IMPEL-TFS March 2010 Products: communication procedure, operational network of contacts and collaboration agreement(s).
