  3. Section 4.1.2 - Action 1(b), Table 4.1.5, MSY Proxy • MotionSect 4.1.2, action (1-b): To adopt Alternative 2of each subsection for the three areas: PR, STX, STT-SJ. Marcos Hanke, Carlos Farchette- 6 yes, 1 abs, motion carries. • Motion: The Council chooses Alt 2cas the preferred to establish MSY proxy for Puerto Rico angelfish, tilefish, and surgeonfish FMUs. Marcos Hanke, Carlos Farchette – 1 abstain, 5 yes, 1 absent, motion carries. • Motion: The Council chooses Alt 2a as the preferred to establish MSY proxy for Puerto Rico reef fish FMUs except for tilefish, surgeonfish and angelfish FMUs. • Motion: The Council chooses Alt 2b as the preferred to establish MSY proxy for all USVI reef fish FMUs.

Alternative 2(a) through 2(o): Redefine management reference points or proxies based on the year sequence of landings data as defined in Action 1(a) Alternatives 1-5. Rationale: MSY Proxy - SSC recommends to select alt 2(a) Median Landings for Puerto Rico: (Commercial and Recreational Units): Grunts, goatfishes, squirrelfish, porgies, jacks, triggerfish, boxfish, filefish, wrasses and alt 2(b) Mean Landings for STT/STJ and STX: Grunts, goatfishes, squirrelfish, porgies, jacks, triggerfish, boxfish, filefish, wrasses, angelfish, surgeonfish and tilefish. For PR angelfish, surgeonfish and tilefish SSC recommends alt 2(c) MSY proxy = Maximum of a single year of recreational landings x 3. OFL- SSC recommends alt 2(e) OFL=MSY for Puerto Rico; ORCS Scalar = 1.0. The SSC recommends alt 2(g) for STT/STJ and STX. ABC- For PR SSC provides risk choice, Council chooses scalars. SSC recommends alt 2(h) ABC=OFL for STT/STJ and STX. SSC recommends alt 2(k) ABC=[OFLx (0.50)] for Surgeonfish and Angelfish. OY/ACL – SSC recommends alt 2(n) OY=ACL=[ABC x (0.75)]

SSC recommends alt 2(g) ABC=OFL for STT/STJ and STX. OY/ACL – No SSC recommendation.
