  3. (rainfall in mm) Behaviour of Monsoons Kharif-2004 • July is the most critical month for sowing/transplanting of kharif crops. But scanty rainfall (26 mm) was received during July 2004, which was deficient by 86% • Average rainfall (48 mm) received during June 2004 was 50% more than the normal rainfall, which resulted in coverage of sizeable area under Paddy, Bajra, Kh. Pulses, Guar but the crops suffered on account of acute moisture stress in July • Adequate and widespread rainfall (277mm) received in August provided respite to the standing crops and facilitated re-sowing in damaged area and also for fresh sowing/transplantation • Contd.

  4. Behaviour of monsoons -- Contd • The rainfall in July was deficit in all the districts of the State • Departure varied from (-) 65 to (-) 100% . The districts in South-Western part of the State where rain fed crops are grown were the worst hit. • The cumulative rainfall from 1st June to 10th September was also deficit in 16 districts of State and the percent departure from normal rainfall varied from (-) 7 to (-) 52% • Rain fed crops like Bajra, Guar were impacted the most • Targets of area coverage could not be achieved particularly in Bajra, Kh. Pulses, Maize and Kh. Oilseeds

  6. MAJOR CONSTRAINTS IN KHARIF PRODUCTION Scanty rainfall in the month of July, the most critical month for sowing/ transplanting of kharif crops. Less availability of canal water due to decline in reservoir levels in Bhakhra and Pong reservoirs as given below.   7. Constraints -- Contd • Demand for electricity had increased and the State had to purchase power from central grid at exorbitant rates. In July 2004, 445 LUs per day power was supplied as compared to 312 LUs per day supply during July, 2003. • In view of acute moisture stress in July even the additional supply of power not could not meet the irrigational needs of the crops and farmers had to run their tube wells on generators/ pump sets. • Resultantly, the cost of cultivation of major kharif crops increased tremendously. The sale of diesel during July 2004 was 1.90 lakh MT as compared to 1.42 lakh MT during July 2003.

  9. STRATEGIES FOR RABI CROPS • Enhancement in seed replacement rate. SRR for wheat has been targeted at 21% , Gram at 12 % , Mustard at 60 % , Barley at 28 % . Adequate arrangement of certified seed of latest/ promising varieties have been made. • Balanced use of fertilizers will be promoted. Areas deficient in micronutrients, sulphur and potassium are being specifically targeted. Awareness campaigns are already underway in such areas. • Keeping in view the less availability of irrigation water for Rabi season, efforts would be made to expand area under Gram, Mustard and Barley. • Brackish ground water would be used in conjunction with canal water to provide protective irrigation to crops at critical growth stages. • Efforts would be made to bridge the productivity gaps across regions for which block-wise productivity analysis has been made.

  10. Strategies- ContdPRODUCTIVITY ANALYSIS - WHEAT 4053 • Blocks have been divided into three categories • Production constraints specific to blocks are being identified. • The blocks with productivity < 3.5 t. / hect. will be specifically targeted during the ensuing rabi season.

  11. Strategies- ContdPRODUCTIVITY ANALYSIS - MUSTARD 1559 • Blocks with productivity < 10 qtl/hect would be specifically targeted.

  12. Strategies- ContdPRODUCTIVITY ANALYSIS - BARLEY 2800 • Blocks with productivity < 23 qtl/ hect. would be targeted • Efforts would be made to saturate barley area with better malt varieties.

  13. Strategies- ContdPRODUCTIVITY ANALYSIS - GRAM 850 • Cultivation of Gram would be promoted in irrigated areas on raised beds. • The blocks with productivity < 7 qtl/hect. would be specifically targeted.

  14. SUCCESS STORIES / BEST PRACTICES / NEW INTERVENTIONS ZERO TILLAGE IN WHEAT • Estimated area coverage (2003-04) – 10 lakh acre • Saving of Rs.1000 per acre in cost of production • Saving in water – 15 to 20 % • Increase in productivity – 1 to 2 qtl.per acre • Planned to cover 15 lakh acres during 2004-05

  15. NEW INTERVENTIONS Furrow Irrigated Raised Bed Planting - wheat Bed Planted Wheat • Benefits: • Saves irrigation water / time (~ 45%) • Promotes in situ conservation of rain water • Improves crop yield and fertilizer use efficiency • Large scale demonstrations have been planned for 2004-05

  16. NEW INTERVENTIONS CROP RESIDUE MANAGEMENT • Wheat in the state is harvested by combine harvester in 60 % of the area • Huge quantities of crop residues so generated are burnt leading to air pollution and loss of nutrients.

  17. NEW INTERVENTIONS Use of Rotavator -- promoted • For better decomposition of residues, green manure crop is planted • Green manure crop is ploughed back before transplantation of paddy. • This is one way to increase organic carbon for enhancing fertilizer use efficiency

  18. ISSUES Stagnation in productivity of major crops Substitution of wheat variety PBW- 343 in view of susceptibility to African rust. This is very important for Haryana as 60 – 70 % of the total wheat area is occupied by this variety. Standardization of bio-fertilizers, bio-agents and bio-pesticides which are not covered under Fertilizer Control Order/ Insecticides act for regulation of manufacturing and sale Promotion of marketing infrastructure and processing for vegetables, fruits and medicinal/aromatic plants Synergy between research institutions and industry Liberal financial assistance for promotion of micro-irrigation Bonus to farmers over and above MSP for paddy to compensate the increased cost of production
