POLICY DECLARATION Recognize that a healthy and ecologically sound watershed area is vital to ecological balance where man and nature thrive in perfect harmony with each other; Recognize that watershed areas are central to the aspirations of a livable City for the Dabawenyos who must maintain its sustainability through a participative, empowered and environmentally conscious community; Recognize that the watershed areas are recharge areas for the City aquifers which are sources of the City’s drinking water that must be protected, conserved and managed for the continued and full enjoyment of the present and future generations.

  4. HOW ARE WATERSHEDS CLASSIFIED ? • ENVIRONMENTALLY CRITICAL AREAS ( Proclamation 2146, December 1981 ) • - CONSERVATION AREAS ( CA’s ) • - AGRO-FORESTRY / AGRICULTURAL • NON-TILLAGE AREAS ( AF/ANTAs ) • PRIME AGRICULTURAL AREAS ( PAAs )

  8. Watershed Management Council is mandated to ensure the implementation of the WATERSHED CODE and its Implementing Rules and Regulations

  9. Watershed Management Council VISION A pro-active council responding to environmental challenges towards life-sustaining watersheds in Davao City.

  10. MISSION WMC commits itself to; • Provide leadership towards a comprehensive and integrated watershed management and address impacts and challenges of climate change; • Strict implementation of the Watershed Code; • Forge linkages and partnerships towards a multi-sectoral and community-based approach to watershed management;

  11. Generate and mobilize technical and financial resources; • Achieve social, environmental and climate justice through equitable and sustainable use of watershed resources; and • Empower communities, institutions, individuals and all stakeholders to participate and promote watershed protection and conservation.

  12. Goals and Strategies

  13. Goal 1 Watershed areas are restored / rehabilitated and surface and ground waters are protected and conserved for present and future domestic use. Strategies Implement agro-forestry in ANT areas and reforestation in CAs. Establish buffer zones requirements and provide incentives for its implementation Formulate Reforestation Program for Davao City Establish nursery near watershed areas Propagate forest and mangrove seedlings Tree growing activities Formation, capability building and deployment of ‘BantayBukid’ with appropriate incentives Regular monitoring of ground and surface waters to monitor their quantity and quality for public health and safety

  14. Goal 2 Various national and local policies and regulations are harmonized and strictly enforced. Strategies Conduct survey and generate data on titles and tenurial instruments; Review special land use permits vis-à-vis actual developments; Review water extraction activities and come-up with guidelines on water extraction and monitoring.

  15. Goal 3 Public understanding on the Watershed Code and public participation in watershed protection enhanced. Strategies Develop and distribute IEC materials Conduct massive IEC in all barangays covered by the watershed areas and all other stakeholders.

  16. Goal 4 Alternative livelihood and programs for occupants / settlers in conservation areas and non-tillage areas are developed and implemented. Strategies Promote agricultural biodiversity Setting-up of nurseries for agro-forestry Establishment of training center Capacity building activities Provision of backyard livelihood

  17. Goal 5 Sufficient resources needed to implement policies and programs on watershed management are generated. Strategies Promote co-management agreements Develop and submit proposals to environmental funding donors Conduct studies/researches on other watershed areas not covered by the Code Collection of Environmental Taxes Consolidation of available data/studies/researches and utilize it in crafting a plan for each watershed
