  4. องค์การระหว่างประเทศว่าด้วยการมาตรฐาน(International Organization for Standardization-ISO) วัตถุประสงค์: ให้การสนับสนุนด้านการมาตรฐานและกิจกรรมที่เกี่ยวข้องเพื่อ • ส่งเสริมการค้าและบริการระหว่างประเทศ • สนับสนุนความร่วมมือระหว่างประเทศ ทางด้านวิชาการ วิทยาศาสตร์ เทคโนโลยี และด้านเศรษฐกิจ ขอบข่าย: ครอบคลุมมาตรฐานทุกสาขา วิชายกเว้นด้านไฟฟ้า

  7. สมาชิกของ ISO ปัจจุบันมีสมาชิก 137 ประเทศ • Member body : 90 ประเทศ (มีสิทธิออกเสียงในเรื่องวิชาการ มีสิทธิเข้ารับการเลือกตั้งเป็นสมาชิก Council และเข้าร่วมประชุม General Assembly • Correspondent member : 36 ประเทศ (มีสิทธิรับทราบข่าวคราวความเคลื่อนไหวของ ISO แต่ไม่มีสิทธิเข้าร่วมงานวิชาการ) • Subscriber member : 11 ประเทศ

  9. การกำหนดมาตรฐานของ ISO • Technical Committee -TC - 187 คณะ • Sub-Committee - SC - 552 คณะ • Working Group - WG - 2100 คณะ • Ad hoc Study Group - 19 คณะ ประกอบด้วยสมาชิกซึ่งมีความสนใจสมัครเข้าร่วมใน ISO/TC/SC

  10. ISO/TC/SC • สมาชิกร่วมทำงาน (Participating Member : P-Member) • มีข้อผูกพันต้องเข้าร่วมประชุม และออกเสียงในทุกขั้นตอนของการกำหนดมาตรฐาน • สมาชิกสังเกตการณ์ (Observer Member : O-Member) • มีสิทธิได้รับเอกสารวิชาการ

  11. ขั้นตอนการกำหนดมาตรฐานของ ISO • Stage 1:Preliminary stage • Stage 2: Proposal stage • Stage 3: Preparatory stage • Stage 4: Committee stage • Stage 5: Enquiry stage • Stage 5: Approval stage • Stage7: Publication stage

  12. Stage 1: Preliminary stage • เป็นขั้นตอนที่ TC/SCเสนอเรื่องเพื่อจัดทำเป็นมาตรฐานบรรจุไว้ในแผนการกำหนดมาตรฐานซึ่งต้องได้รับความเห็นชอบในการจัดทำจาก P-Member

  13. Stage 2: Proposal stage • เป็นขั้นตอนเสนอ New work item proposal (NP) เพื่อขอความเห็นชอบจาก TC/SC ซึ่งต้องได้รับความเห็นชอบจาก P-Member เป็นส่วนใหญ่ (ไม่น้อยกว่า 5 ประเทศ) • ส่งไปลงทะเบียนโดย Chief Executive Officers (CEO)

  14. Stage 3: Preparatory stage • เป็นขั้นตอนการจัดเตรียม Working Draft (WD)โดย Working Group (WG) เพื่อเวียนให้สมาชิก TC/SC พิจารณา และให้ความเห็นชอบ • จัดทำเป็น Committee Draft (CD)

  15. Stage 4: Committee stage • เอกสาร Committee Draft (CD) จะส่งไปยัง CEO เพื่อลงทะเบียน เวียนไปยัง P-Member เพื่อขอข้อคิดเห็น (3 เดือน) • หากได้รับความเห็นชอบ 75% จะจัดทำเป็น DIS ต่อไป (ภายใน 4 สัปดาห์หลัง Vote ต้องรายงานผลการ Vote ให้สมาชิกทราบเพื่อพิจารณาร่วมกัน

  16. Stage 5: Enquiry stage • DIS จะส่งเวียนไปยัง P-Member เพื่อขอข้อคิดเห็น (5 เดือน) • หากได้รับความเห็นชอบ 75% จะจัดทำเป็น FDIS ต่อไป หากไม่ผ่านต้องนำกลับไปแก้ไขและเวียนขอความเห็นชอบใหม่ อีกครั้ง • ภายใน 4 สัปดาห์ ต้องทำรายงานผลการ Vote ให้สมาชิกทราบ

  17. Stage 6: Approval stage • FDIS จะส่งเวียนไปยัง P-Member เพื่อขอข้อคิดเห็น (2 เดือน) • หากได้รับความเห็นชอบจากสมาชิก 2 ใน 3 และเสียงคัดค้านต้องไม่เกิน 1/4 จึงจะจัดพิมพ์เป็น International Standard ต่อไป หากไม่ผ่านต้องนำกลับไปแก้ไขปรับปรุงใหม่ • ภายใน 2 สัปดาห์ต้องทำรายงานผลการ Vote ให้สมาชิกทราบ

  18. Stage 7: Publication stage FDIS ที่ได้รับความเห็นชอบแล้ว จะส่งไปยัง ISO /CS เพื่อจัดพิมพ์เป็น International Standard ต่อไป (ภายใน 2 เดือน)

  19. Fast-track procedure • มาตรฐานที่พัฒนาขึ้นโดยองค์กรระดับประเทศ และได้รับความเห็นชอบจากสมาชิกให้มีการกำหนดเป็นมาตรฐานระหว่างประเทศ เอกสารนี้จะเริ่มจากการจัดทำเป็น DIS Stage 5: Enquiry stage • มาตรฐานที่พัฒนาขึ้นโดยองค์กรระดับระหว่างประเทศ ซึ่งได้รับการยอมรับจาก ISO Council เอกสารนี้จะเริ่มจากการจัดทำเป็น FDIS Stage 6: Approval stage

  37. บทบาทของประเทศไทยใน ISO • ประเทศไทยโดย สมอ. ี่เป็นสถาบันมาตรฐานแห่งชาติเข้าร่วมเป็นสมาชิก ISO ประเภท Member body เข้าร่วมดำเนินงานกับ ISO ทั้งด้านบริหารและวิชาการ

  38. ด้านวิชาการ เป็นสมาชิกประเภทร่วมทำงาน (P-member) • ใน TC/SC 64 คณะ เป็นสมาชิกประเภทสังเกตการณ์ (O-member) • ใน TC/SC149 คณะ

  39. การดำเนินงานด้านการมาตรฐานภายใต้ ISO/TC 46 ของไทย • 20 กรกฎาคม 2527 คณะอนุกรรมการเพื่อพิจารณาเอกสารและร่างมาตรฐานของคณะกรรมการวิชาการไอเอสโอ คณะที่ 46 แต่งตั้งขึ้นตามคำสั่งคณะกรรมการแห่งชาติว่าด้วยการมาตรฐานระหว่างประเทศที่ 1/2527 • มีหน้าที่พิจารณาให้ข้อคิดเห็นในร่างมาตรฐานและเอกสารที่เกี่ยวข้องที่กำหนดโดยคณะกรรมการวิชาการไอเอสโอ คณะที่ 46 (ISO/TC 46)

  41. คำประกาศแจ้งลิขสิทธิ์ของ ISO • เอกสารมาตรฐาน/ร่างมาตรฐานเป็นเอกสารภายใต้ลิขสิทธิ์ของ ISO การดำเนินการผลิต/ทำซ้ำ โดยการถ่ายสำเนา หรือผลิตเป็นสื่ออื่น ๆ จะกระทำมิไม่หากไม่ได้รับอนุญาตจาก ISO • การแจ้งขออนุญาตให้ติดต่อโดยตรงที่ ISO หรือติดต่อผ่านประเทศสมาชิกของ ISO • การผลิต/ทำซ้ำ จะต้องเสียค่าลิขสิทธิ์และต้องอยู่ภายใต้เงื่อนไขข้อตกลง ผู้ละเมิดจะต้องถูกฟ้องร้องดำเนินการตามกฎหมาย
