How We Got Here February 2008 Snowstorm • “Response to Traffic and Public Safety Issues in February 5-6 2008 Winter Storm” • Review of WisDOT’s Emergency Operation Procedures • Development of alternate communication capabilities • Plans in-place to close the interstate WisDOT’s Response • Development of cross-divisional ICS based Emergency Transportation Operations (ETO) Plan • Identification and commitment to training • Establishment of an on-going program to support ETO Response

  3. June 2008 Flooding WisDOT’s Response Orchestrated a 17 Day 24-hour emergency response Planned of I-94 crossover Coordinated road closures with traveling public Completed 7 after-action reviews and reported to Secretary How We Got Here

DSP Related After Action Review Findings • Set up guidelines for stationing a Regional -DTSD liaison at DSP post • Initiate DSP led safety training for all WisDOT staff – including managerial and field staff • Bring DSP based Incident Management Team (IMT) to support establishment of ICS early in incident

  5. DSP Related After Action Review Findings • Establish a clear protocol for DSP Communication Centers for putting out traffic incident alerts (TIAs), updates and clearances to the news media • Development of a list of key county and DSP numbers to be programmed into phones

DSP Related After Action Review Findings – EOC • Clarify interaction between DSP and WisHELP staff at State EOC • Ensure information entered into E-Sponder is consistent and not repetitive by increasing coordination between WisHELP and DSP representative • DSP assistance in coordinating with DTSD on how to share and log information at County EOC, State EOC, and internal to WisDOT • Clearly defined regional roles between DSP and the County EOC

  13. 511 Overview • 511 provides timely traveler information services on the state’s major highways, including the Interstate system • Utilizes an interactive voice recognition (IVR) system • Provides traffic and road condition reports, incident reports, road construction information, and travel times • Initially focusing on the Milwaukee area • Expanding to Madison and Wausau over the next year • Also includes information on roadside services, such as rest area and park and ride lot locations • Emergency alert feature allows all users (or only users in a targeted area) to hear a special messages – i.e. Amber Alerts
