  1. Pollution Control Standards Committee Report TEC Consider Recommendation to Commission on Adoption of Proposed Revisions to 2012 Standards.

  2. Proposed Revisions to 2012 Pollution Control Standards Extension of the prohibition on mixing zones from October 16, 2013 to October 16, 2015. Revise Axiall (PPG) variance from the prohibition to reflect the new effective date of the prohibition.

  3. Public Process Public noticed the proposed revisions, hearing, and public comment period in early July, more than 30 days prior to the hearing. Sent out ~10,000 email notifications, 600 postcards to discharges, web site notification & press releases. Held 2 webinars & hearing. Comment period remained open an additional 30 days.

  4. What needs to be accomplished in the 2-year interim?

  5. Identified Activities Continued work on streamlined variance procedure. Review/evaluation of total mercury criterion. Evaluation of appropriateness of mixing zone prohibition for BCCs for Ohio River. Ensure that all discharges have been placed on notice of new effective date & that it applies to all specified BCCs, not just mercury.

  6. TEC Actions Needed Consider recommendation to Commission on proposed revisions to 2012 standards. Consider additional activities needed in the two-year interim period.
