What is Horizon 2020? • Commission proposal for a 80 billion euro research and innovation funding programme (2014-2020) • Core part of Innovation Union & European Research Area initiative under Europe 2020: • - Responding to the economic crisis (jobs and growth) • - Addressing people’s concerns (livelihoods, safety, environment) • - Strengthening EU’s global position (research, innovation, technology)

What’s new under Horizon 2020? • Single programme out of three currently separate programmes* • Coupling research to innovation – from research to retail • Increased focus on societal challenges facing EU society (health, energy, biodiversity…) • Simplified access,for all companies, universities, institutes in all EU countries and beyond. *The 7th Research Framework Programme (FP7), innovation aspects of Competitiveness and Innovation Framework Programme (CIP), EU contribution to the European Institute of Innovation and Technology (EIT)

  8. II. IMPLEMENTATION OF THE INTERNATIONAL COOPERATION STRATEGY IN HORIZON 2020

New strategy • Rationale: need to engage more actively and strategically in international cooperation • Three main objectives: • Strengthen the Union's excellence and attractiveness in research and innovation as well as its industrial and economic competitiveness • Tackle global societal challenges • Support the Union's external policies • Openness with better strategic, targeted actions • Strengthened partnership with EU Member States • Stronger contribution ofresearch and innovation to external policies of the Union

Multi-annual roadmaps for cooperation with countries/regions • Industrialised countries and emerging economies • Focus on competitiveness • Tackle global challenges • Business opportunities and access to new markets • Developing countries • Support development policy by building partnerships contributing to sustainable development • Address relevant challenges (e.g. poverty-related diseases, energy and food security, biodiversity)

Association • For the first time, Horizon 2020 provides formal criteria for association for third countries: • Good capacity in science, technology and innovation; • Good track record of participating in Union research and innovation programmes; • Close economic and geographic links with the Union;

  12. III. IMPLEMENTATION OF THE INTERNATIONAL COOPERATION STRATEGY IN THE PACIFIC

Achievements so far in the Pacific (2010-13) • Clearer picture of research in the Pacific region. • Information (research actors, policy development agendas, priority topics) made available to the main stakeholders • Better understanding of research funding in the region and its multiple sources (institutional, private sector, civil society, and bi-lateral & multi-lateral donors) • Providing information on EU research policy to/for researchers from the Pacific islands • Training on submission of proposals to FP calls

What is expected through the new International Cooperation strategy in HORIZON 2020(1) • Consolidated S&T (both ‘hard and soft’) policy framework with the Pacific region • Improved synergy between EU research & innovation policy and EU external policies on the ground • Better targeted research and innovation actions within the general openness of HORIZON 2020 calls

  15. What is expected through the new INCO strategy in HORIZON 2020(2) • Creation of a roadmap for EU cooperation in science, technology & innovation with the South Pacific • Prioritisation of challenges addressed and the actors involved in implementation

  16. A future Inco-Net for the Pacific? • Proposals currently under evaluation • Expected to promote: • More interaction between research and innovation actors in-the-field • Identification of potential areas for innovation with industry • Promotion and understanding of HORIZON 2020 and other EU programmes • Supporting a network of framework programme contact points in the Pacific region • Ensuring strong synergies with EU-New Zealand and EU-Australian bilateral dialogue platforms (FRIENZ and CAESIE projects)
