Introduction of Waste Electrical and Electronic Equipment Management System in Ukraine

This project aims to bring the Ukrainian waste management system closer to EU standards by introducing effective and sustainable management systems for waste electrical and electronic equipment (WEEE). It includes the implementation of relevant legislation, strategy development, and support for recycling facilities.

Twinning project purpose and objective • Project Purpose: to bring gradually the Ukrainian waste management system closer to EU by introducing effective and sustainable management systems • Indicators • Relevant Ukrainian legislation brought closer to the EU legislation • A strategy how to introduce a management system for WEEE and waste batteries • Support for WEEE and batteries recycling facilities to work in a sustainable manner

Circular Economy • Both ferrous and non-ferrous metals sectors are very important to the EU’s economy, competitiveness and industrial development: • access to raw materials is crucial • valuable metals can be recycled from cars, buildings, packaging, e-waste, batteries, other • metals recycling saves up to 95% of the energy needed to manufacture new metals from primary sources • requirements to collect waste streams separately • increase the recyclability of products

Why used car, electrical equipment, batteries Risks: Landfilling - heavy metals, brominatedfire retardants, mercury, ozone-depleting Cl-F-CHsubstances Uncontrolled burning - dioxins and furans, toxic fumes of mercury and other heavy metals/hazardous substances Benefits: High content of ferrous and non ferrous metals, plastic, precious and rare earth metals example: gold in 100 kgmobile phones is equal to extraction of gold from the processing of 1 tone of gold ore

Mandatory results 1 Component 1: Consolidation of the relevant stakeholders • established Working Group and subgroups on WEEE and batteries • workshops for all stakeholders • training need assessment and targeted trainings • study tours • support for environment areas under the Association Agreement (AA) with EU Results 1 • BC stakeholders familiar with EU modern procedures and management for WEEE and batteries • MS Expert support for Ukrainian institutions and other stakeholders for facilitating the implementation of the AA in the Environment Sector

Mandatory results 2 Component 2: Removing of administrative and technical barriers • Conceptual documents developed - financing schemes and technical solutions, producer responsibility, circular economy and resource efficiency • Legal base established according to the actual situation and specific needs of Ukraine • Strategic documents for implementation Indicators R 2 • Batteries, EEE and WEEE defined by law; special marking adopted and used, collection and reprocessing targets for WEEE and waste batteries set up • Funding schemes proposed • Needs of collection and treatment infrastructure in Ukraine determined and related costs estimated

Mandatory results 3 Component 3: Awareness-raising among the general public • Information on waste prevention, collection and environmentally sound treatment carried out • Website for promotion of sound waste management • Needs for new curricula on waste governance • Educational materials prepared and released Indicators R3 • Communication strategy • Recommendations issued • education materials
