  14. Asset Placement The location of the assets was based on risk assessments conducted by the New Dimension programme and local IRMPs. The aim is that 80% of the population of the nine English regions can be reached within the set response times for each of the operational capabilities. Long Term Capability Management In 2008, Government intended to transfer responsibility for management to FRS and so established: • Long term maintenance contract (16 yrs) • A sector-led shadow (transitional) management board • A budget for training, asset refresh and personnel • An interim governance arrangement through CFOA and the LGA www.kfsd.gov.kw - BrianWard

  18. Asset Refresh CFOA National Resilience oversees and manages the replacement programme for specialist assets which are obsolete or have reached the end of their working life, ensuring the national capability is consistently fit for purpose. www.kfsd.gov.kw - BrianWard

Assurance • Inherent in any long-term national programme is the potential for deviation away from national policies and procedures due to a wide range of local and regional factors. • Critical to the successful outcome of complex and major incidents is consistency, both in terms of the procedures and equipment utilised, and in the training given to those personnel who form part of the response. • Requirement - a systematic, independent and documented system for ensuring that Fire and Rescue Services (FRSs) that host ND assets meet current Government and CFOA expectations. www.kfsd.gov.kw - BrianWard

  21. Changes to Resilience Capability How are they managed and driven? Changes are generated and managed by the gathering of intelligence information from operational incidents, exercises, technical issues, health and safety events and other processes linked to asset refresh and defects. This is undertaken via the Assurance Toolkit. The information is disseminated to the NR Capabilities to provide solutions and actions are assigned. Action progress is updated at each National Resilience Board meeting.
