  4. Background/History • Airport business offers a wide range of lucrative opportunities for all types of businesses; however evidentiary processes continue to show that minority and women-owned firms are not equitably represented, nor have they benefited proportionately.

  5. What is a Disparity Study? • A comprehensive study of the evidence that legally justifies programs that are specifically designed and implemented to increase the participation of minorities and women in airport business opportunities.

  6. Key Objectives • Establish legal justification for race and gender-based business diversity programs • Measure and evaluate the representation of minority and women-owned firms • Establish and justify reasonable, legally defensible goals/other quantifiable methods for the inclusion of women, minorities and disadvantaged business enterprises in airport business opportunities

  7. Disparity Study Action Steps • Commitment • Establish internal/external communications plan • Internal Review and Assessment • Preliminary Legal Review • Project Planning • Data Collection and Analysis • Organizational Response • Implementation

  8. Organizational Commitment • Gain the full support and approval from top management (CEO) and members of the board to conduct a disparity and secure the necessary funding and resources.

  9. Internal Review and Assessment • Going into a disparity study, have a full picture of the state of your program including past and current performance and achievement as well as opportunities and challenges. Organize documents and historical data and files.

  10. Legal Review and Assessment • Conduct a preliminary legal analysis and assessment, including a legal review of past and current policies, practices and performance results, and opportunities and challenges. The step provides essential credible data that can be used to educate and gain commitment and support from the organization’s key decision-makers. • Legal also provides on-going advice and guidance and assists to write the RFP and prepare briefings. • Legal staff may be internal, external or both.

  11. Project Planning • A disparity study requires an internal project manager assigned to oversee the following: • Serve as point person with consultants and key stakeholders • Oversee the development of the RFP • Oversee the selection/management of the consultant • Identify key project milestones and maintain a project calendar • Implement and oversee a communications strategy • Identify and resolve problems • Oversee Data and Knowledge management

  12. Data Collection and Analysis • Data collection is the most critical step in the disparity study process. Data collection includes the following: • Internal/external collection of statistics and data • An examination of anecdotal evidence • Focus Groups and surveys • Analysis of data and statistics • Report writing

  13. Organizational Response • Data Assimilation • Decision-making • Action planning including policy development • Internal Communications • Sr. Management buy-in/approvals and • Board votes • Re-commitment
