NERC ORIENTATIONNERC is the Electric Reliability Organization (ERO) • As the ERO, NERC is authorized to Develop and Enforce Reliability Standards • NERC Standards Development Process • WECC needs to stay plugged into the NERC Process • Weekly Newsletter • Position Papers • Conference Calls • NERC Compliance Monitoring and Enforcement Program (CMEP)

NERC ORIENTATIONWECC is a Regional Entity (RE) • The ERO delegated certain responsibilities to 8 Regional Entities • Standard Setting • Process for Developing and Approving WECC Standards • Compliance Enforcement • WECC CMEP • Delegation Agreement specifies how WECC will conduct these activities • Contract with NERC • Approved by FERC

  4. NERC ORIENTATIONNERC Structure • Independent Board of Trustees • Eleven members • Governs NERC Activities • Approves NERC Standards • Approves Regional Reliability Standards

NERC ORIENTATIONNERC Structure • Member Representative Committee (MRC) • Two members from each of 12 industry sectors • Allows for additional Canadian representation • Staggered terms • MRC representatives: • Elect BOT members • Vote on amendments to the NERC Bylaws • Provide advice and recommendations to the BOT • Keep their sector constituents informed about MRC activities, discussions, and decisions • Western Delegates meeting and information

NERC ORIENTATIONNERC Structure • Compliance and Certification Committee (CCC) • Monitors NERC’s compliance to standards that apply to NERC • Monitors NERC’s adherence to the Rules of Procedure • Recommends revisions to the Rules of Procedure • Serves as the mediator for any disagreements between NERC and the Regional Entities concerning NERC performance audits of Regional Entities’ compliance programs

NERC ORIENTATIONNERC Structure • Critical Infrastructure Protection Committee (CIPC) • The mission of the Critical Infrastructure Protection Committee (CIPC) is to advance the physical and cyber security of the critical electricity infrastructure of North America • Liaise with governments on critical infrastructure protection matters • Assist in the development and implementation of NERC standards

NERC ORIENTATIONNERC Structure • Operating Committee (OC) • Provides the ERO (stakeholders, Board of Trustees, and staff) with the collective and diverse opinions from the experts in interconnected systems operation to help the industry arrive at informed decisions • Provide technical opinions and interpretation of standards

NERC ORIENTATIONNERC Structure • Planning Committee (PC) • Advise NERC (stakeholders, Board of Trustees, and staff) on matters related to bulk power system planning, reliability, and adequacy • Reliability assessments • Event analysis • Reliability Metrics and Benchmarking • Provide technical opinions and interpretation of standards
