Protecting the Forests of the Chesapeake Watershed

Directive 06-1

Protecting the forests of the chesapeake watershed

Potential Loss of Forest by 2030

Ec directive 06 1 five steps

EC Directive 06-1Five Steps

  • Develop ... a goal, framework, and milestones for protecting forested areas.

  • Identify and recommend ... strategies to...slow forest loss and enhance needed stewardship.

  • Use the best available tools... to identify areas where retention and expansion of forests is most needed.

  • Expand efforts to link stormwater management and land use regulations...

  • Work collaboratively...to create new...programs...

Virginia forest conservation value

Virginia Forest Conservation Value

Overlay model forest conservation value

Overlay Model - Forest Conservation Value

  • 30% Modified Index of Biotic Integrity (mIBI)

  • 30% Index of Terrestrial Habitat Integrity (ITHI )

  • 20% large forest blocks

  • 5% Streams, shorelines, floodplains and forest wetlands

  • 5% headwaters and steep slopes

  • 5% drinking water source protection areas

  • 5% managed working forests

  • The resulting values ranged from 1 to 10.

    Virginia strategies

    Virginia Strategies

    • Preserve Tax Credit for Donated Land

    • Increase matching funds for local PDR programs

    • Increase funding for VLCF to protect forestland in targeted areas

    • TDR- develop guidelines for localities

    • Encourage land-use value taxation

    • Landowner Payments for Ecosystem Services

    • Education campaign and Comp Plan improvements

    Maryland strategies

    Maryland Strategies

    • Tax credit program like VA’s for donated conservation easements

    • TDR and PDR Programs with sufficient downzoning to generate demand

    • Watershed benefits tax district

    • Emerging ecosystem markets

    • Revolving loan fund

    Pa strategies

    PA Strategies

    • Promote open space in comp plans

    • Recommend revisions to existing tax incentives

    • Expand area covered by Rivers Conservation Program

    • Provide training on Stormwater BMPs

    • Revise existing stm water regs to incorporate green infrastructure BMPs.

    Dc strategies

    DC Strategies

    • By Arbor Day 2008 develop an urban tree canopy goal

    • Develop unifying policies legislation for the preservation and expansion of trees

City departments will develop and institute standard operating procedures protecting and planting trees and installing LID in public space

    • Work with neighborhood and community groups to identify additional areas where the Tree and Slope Protection (TSP) Overlay zone should be mapped.

Special attention to protect riparian zones, areas with significant tree cover, and lands east of the Anacostia.

    Fac strategies

    FAC Strategies

    • Delivery of Farm Bill Programs

    • Forested wetlands

    • Land Planning

    • Federal lands

    • Stormwater

    Draft stormwater language

    Draft Stormwater Language

    • In order to reduce pollution in developed areas and allow for development while preserving water quality, by 2008, each jurisdiction will investigate the feasibility of requiring no net increase in stormwater from new construction and redevelopment sites.

    • In jurisdictions in which this goal is determined to be feasible, by 2009, those jurisdictions will implement regulations that require construction permits to address how the project will conform to pre-construction hydrology after construction by prioritizing green infrastructure BMP's-- especially tree conservation, tree planting, green roofs, and raingardens/bioretention areas, on new development and re-development. Conservation and other natural BMPs will be used to mimic pre-construction hydrology while being protective of the public and the environment."
