  5. The challenge for Rural Inclusion 55% GAP Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP) 5

  6. The challenge for Rural Inclusion Why this Gap exists? Due to several Socio-economic reasons The consortium believes that combating the training gap is the key to capacity building through ICT in rural societies Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP) 6

  7. The aim of training in R.I. is not to impose solutions but rather to empower people in all the stages of their professional life to invent their own solutions. The project is going to demonstrate the use of a new generation of methodologies and applications that enable people to interact, communicate, and be trained in new ways, supporting them to deal with the administrative burden from their transactions with Public Administration Training Design

  8. Reaching the widest audience in the most cost effective manner Over the Web In the Living Lab Augmented with the use of Technology Formal & Informal Personalized Training Methodological approach for capacity building in rural communities using Rural Inclusion services • To create abundant training opportunities for a large number of people and • To develop the background for individual’s success in meeting the goals of training. Variables to consider • Geographic distribution • Cultural diversity • Language issues • Time challenges • Mixtures of knowledge base • Diversity of skill sets • Access to technology • Variety of learning styles Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP)

  9. Reference Training Model – The R.I. Training Methodology To achieve the above , a model should be used based on a learning system that combines formal training, informal learning. The model offers: Two dimensional structured content based on two R.I. applications Supports the development of a model that can be customized to reflect location, culture and ideology &creating a rich location of digital content Template structure provides an outline that supports autonomous learning Tutors and experts engagement to create a learning process that brings exceptional rewards in terms of retention, understanding and motivation providing continuous feedback to the learner and the tutor on how to improve, on the next steps to be taken and how well the learning objectives are achieved Two dimensional content Tutors & Experts Personalization of Training Effective Training Assessment of Training Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. 10. More Challenges …. 55% Gap in Supply versus take-up in eGoverment Services The project focuses its operations in a large and diverse geographical area with numerous of communities and entrepreneurs The consortium has limited resources in reaching to these communities and introduce the project services and methodologies to the key segments targeted Although ICT and Internet penetration in rural areas is above 90% take up of e-government services by businesses is only 35% Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP) 10

  11. The proposed solution.. • Utilize local people who will act as evangelists of the Rural Inclusion concepts and methodologies and assist the rest of the users in adopting and utilizing the services offered by the project • These people will act as change Agents • Who is a change agent • A leader in his community • Can come form different social, cultural and professional backgrounds • is not afraid to go head to head with outdated practices and concepts and lead his community to progress Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP) 11

  12. Training Who on What • The consortium has to train: • The public authorities employees in modeling services and uploading them to the R.I. applications • The public authorities employees and the community leaders acting as change agents in becoming professional in the use of the R.I. services • The change agents, rural entrepreneurs and citizens in removing administrative burden from the transactions with the public authorities using the R.I. services Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP) 12

  13. Training Who on What formal and informal training both tutor led in Living Labs and over the web using the R.I. applications Informal training over the web using R.I applications • Modeling services • Public authority employees – formal and informal training both tutor led in workplace and Living Labs and over the web using the R.I. applications • In depth knowledge of R.I. services • Public authority employees • Change Agents • Basic Knowledge of R.I. services • Rural Entrepreneurs • Citizens Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP) 13

Participants Representatives of RI project partners, as facilitators / observers, Tutors who will conduct the training, Representatives of the hosting Local Authorities (L.A.), Representative of local Public Authorities (PA), typically the Public Services Providers Local community leaders who will act as Change Agents within their communities, Local Entrepreneurs, Location In the Living Labs In workshops Over the web Methods Tutor Led, IT supported workshops Distance Training using the R.I. applications Role playing sessions using the scenarios of use developed Content Formal training in the workshops/LL delivered by both traditional means (slides, handouts, blackboards) and/or by electronic means focusing around eGovTube where the training content may be delivered both synchronously (virtual classrooms) or asynchronously Design of Formal Training Sessions

  15. Distance Training Tools –Rural eGov Observatory 2.0 • Rural eGov Observatory 2.0 is an online observatory which monitors and assesses the e-Government services that are being deployed in a number of rural areas around Europe. • Two types of information resources (or objects) are mainly stored, shared and accessed online: Digital Training Objects (DTOs) and e-Government Resource Objects (eGROs). • The DTOs support a variety of training scenarios for the rural SMEs, and include different types of educational material all stored in the R.I. repositories and accessed by the users according to their profile and needs Rural Inclusion: e-Government Lowering Administrative Burdens for Rural Business. Funded by Competitiveness and Innovation Framework Progrmme – ICT Policy Support Programme (ICT PSP)

  16. Distance Training Tools -eGovTube • Provides a Web 2.0 online environment which supports knowledge exchange, learning and collaboration among the different users (target community, service providers, etc.). • Is based on the latest Web 2.0 trends that make extensive use of video, profiling, game dynamics, agents and network visualizations to capture the attention and involvement of the learning community members • Allows connecting people together as well as to their ideas, experiences, interests and relevant knowledge assets by the means of • videos used for expressing concepts and for sharing experiences, • rich profiling, for exposing people to their and to community members’ interests and competences, • an advance network map which allows to display and filter the kinds of relationships between eGovTube community elements,, knowledge assets, tags and related connections, • Synchronous, such as chat and video-chat, and asynchronous communication, via comments and discussion forums.
