History of Proposed Changes • Result of NERC Reliability Metrics Working Group (RMWG), ERO-Reliability Assessments and Performance Analysis Group (ERO-RAPA), discussions • Coordinated with Reliability Assessment Subcommittee (RAS), System Protection and Control Subcommittee (SPCS), Transmission Availability Data System Working Group (TADSWG), Transmission Availability Data System Regional Entity Coordinators (TADS-REC) ERCOT ROS November 11, 2010

Adequate Levels of Reliability(ALRs defined by RMWG) • ALR4-1 Automatic Transmission Outages (ATO) Caused by Protection System Misoperations • ALR6-11 ATO initiated by Failed Protection System • ALR6-12 ATO initiated by Human Error • ALR6-13 ATO initiated by Failed AC Substation Equipment • ALR6-14 ATO initiated by Failed AC Circuit Equipment ERCOT ROS November 11, 2010

  6. ERO-RAPA Key Function • Develop a plan and an enterprise approach to data collection, checking, validation and assessment for use throughout NERC and the eight Regional Entities. ERCOT ROS November 11, 2010

Transmission Availability Data System(TADS) • System change required to capture misoperation data • Expansion of data required (TADS reports >200kV) • Communication issues with TADS responsible entity and Relay Misoperation responsible entity • TADS personnel are not Relay personnel ERCOT ROS November 11, 2010
