Why Form COE Public/Private Research Partnerships? • Identify, prioritize and focus on critical research requirements & areas of long-term concern/interest • Gain immediate access to outside experts and strengthen internal capabilities • Combine funding and scientific resources - maximize synergy and aviation research investments • Educate and train a talent pool - create a repository of aviation knowledge for the next generation • Conduct research proactively with national experts and communicate findings * Satisfy Congressional Mandate *

P.L. 101-508 REQUIREMENTS AND OUTCOMES Together, we… • strategically focus and coordinate a Nat’l research agenda with public/ private partners for 10 yrs • avoid duplication of effort using a tested business strategy and trusted structure • augment resources with the best and brightest throughout the U.S. • leverage scarce govt funds • educate and train a pool of aviation professionals for the next generation FAA Requirements: * geographic equity in the distribution of funds and location of Centers; * consideration of minority and special groups Universities Must: * match FAA grant funds from non-federal sources; * interpret, publish, and disseminate research results

What It Takes to Succeed • Dedicated support to carry out a well defined research agenda • High level organizational commitments – FAA, universities, industry, others • Sponsors with critical needs and anticipated long-term funding stream(s) • Willingness to partner, prioritize, focus, plan, collaborate and coordinate efforts
