  6. New User Definition: • A client who visits the MA and accepts one or more modern method(s) of contraception from the Association for the first time. Clarifications: • A new user at the MA may have used contraception in the past from another source. • If an existing client at the MA switches to a new method, (for example, if a client has an IUD removed and begins using injectables) that person should not be recorded as a new user. • Clients coming to the Member Association for the first time but referred elsewhere for contraceptive services should not be included as new users. • Clients who have previously used non-contraceptive services provided by the Member Association and subsequently receive contraceptives for the first time should be recorded as new users at their first contraceptive acceptance at the MA. Exception: • All acceptors of male or female sterilization are considered new users, even if they have previously received temporary contraceptive methods from the MA. Confusions: • The earlier terminology called ‘new acceptor’ remains conceptually same as ‘new user’. • Synonymous with Initial Consult Footer Text

  7. New Users: Example 1 A woman has been buying condoms from a pharmacy for a number of years. She has never obtained contraceptives from the MA. Then she goes to the MA clinic where she receives condoms. Is she a new user? Of what method? Footer Text

The volunteer promoter is not trained to provide that service and refers the client to the nearest MA operated clinic outlet, where she receives the desired method. Is she a new user? Of what method?   13. Services Provided Definition: • The total number of services provided to clients. Clarifications: • If a client receives more than one item pertaining to contraception (ie, if a client is given condoms and IUD together), the number of services should be recorded as one. • If a client is provided with two or more services during one visit which are not all contraceptive services (for example, oral contraceptives and counselling on sexually transmitted infections), the number of services should be recorded as two or more. Confusions: • Visits vs. Services.Sometimes the terms ‘visits’ and ‘service provided’ are confused. We no longer use the term ‘visits; a client can receive more than one service per visit, and it is the total number of services provided that should be recorded.  In the past, a visit was defined as the number of times a person enters a clinic or a provider goes to a client Footer Text

  16. Items Provided Definition: • The total number of contraceptive items given to clientsdirectly or indirectly from the Member Associations’ service delivery points (SDPs). Clarifications: • This includes contraceptives provided to: • other individuals on behalf of the client • other agencies that receive contraceptives from the Member Association. • These data are collected primarily for CYP calculations, so data is only collected on contraceptive items. Referrals Definition: • A referral occurs when a client is directed to external (non MA) source(s) for clinical, social, or other service provision. • This unit of measure captures the number of referrals by MA staff of MA clients to external (non-MA) Service Delivery Points /organizations for services. Clarifications: • Referrals to contraceptive services are not included CYP calculations. • The number of referrals is not included in the total # of services provided. Confusions: • External vs. internal referrals (report external referrals only) Footer Text

Age of Clients Definition: • Age of clients at time of service provision • Youth are considered <25 • On day of 25th birthday and after, considered ‘25 years and above’ Clarification: • If a client comes to a Member Association SDP for a service before and then after his or her 25th birthday, the first will be recorded as a service provided to a young person, the second will not. • Only collected for new users and services provided Footer Text

Initial Consultation vs. Follow-up/resupply Initial Consultation: First contraceptive service provided to a client at an MA service delivery point by a service provider. • Includes counseling regarding a range of methods • Results in acceptance of a method- If no item accepted, classify as FP General Counseling • Even if client has received contraceptive services before, outside of the MA, the 1st contraceptive service at the MA is initial consult. Follow-up/resupply: Any subsequent contraceptive service (after the initial consultation) provided to a client at an MA service delivery point. • does not need to be provided by a service provider • could include contraceptive resupply at a pharmacy, a counseling service, or a control service with a clinician.   21. Contraceptive Counseling Definitions Family Planning General Counseling • Definition: This concept is used to capture all individual or group counseling given about a range of methods when the client does not accept a method. • Note: If counseling if given and the client accepts a method, the counseling is considered a part of the Initial Consultation service and should not be recorded as Family Planning General Counseling. Method specific counseling • Definition: This concept is used only for Female and Male Voluntary Surgical Contraception, as there is no initial consultation for the surgery. It involves individual or partner counseling (not group) about the method and includes counseling of other non-permanent methods that are offered. Emergency Contraception Counseling • Definition:Involves individual or partner counseling (not group) about emergency contraception (EC). • Should be reported for each client who receives counseling about EC- for those who accept and those who don’t accept the method.
