Purpose of the RTIP Report The Code of Virginia, Section 2.2-2458, requires the Commonwealth Information Technology Investment Board (ITIB) to submit a list of recommended technology investment projects and priorities for funding such projects to the Governor and General Assembly by September 1 of each year.

ITIB Goal for the RTIP Report (New) It is the goal of the Commonwealth IT Investment Board that the RTIP Report becomes the primary driver for Commonwealth technology investment decisions in the 2007 budget process. (An analysis of the current Commonwealth IT investment portfolio will be utilized to determine if 2007 is the best cutover year.)

RTIP 2005 Report – Desired Outcomes (New) • Recommend prioritized future technology investments for funding in the Governor’s Budget • Recommend future technology investments for funding in the Appropriations Act • Drive Enterprise investments across the Commonwealth of Virginia • Facilitate collaboration opportunities across organizations and political subdivisions where appropriate • Communicate viable business opportunities to business partners • Demonstrate change in investment strategies to illustrate how tax dollars are funding the improvement of services to citizens

Report Attributes for the 2005 RTIP Report (New) • Effective – achieves the desired outcomes • Informational – provides useful project and funding information • Accurate – provides correct information upon which to base decisions • User-friendly – easy to use by target audiences • Available – easy to access by target audiences • Facilitates Communication – provides a common framework for different target audiences to reference in discussions • Measures Progress – establishes an accountability benchmark for the Commonwealth of Virginia to use when evaluating the maturity of IT Investment Management (ITIM) practices

RTIP 2005 Report – Categories (New) • All project categories will be subdivided into two views: • Enterprise/Collaboration Projects • Secretariat/Agency Projects • The following categories have been added: • ‘Projects Not Recommended for Funding’ • ‘Active Projects – Recommended for Additional Funding’ • ‘Recommended for Funding of Detailed Business Case’ • ‘Recommended for Maintained Funding of Detailed Business Case’

  12. RTIP 2005 - Guidance • Agency Strategic Planning Guidance to be issued by DPB in April 2005 • IT Investment Planning Guidance to be issued by the CIO in April 2005

  13. RTIP 2005 Report – Scoring and Ranking (Change) Scoring • Projects must score 70% or higher to be included in the RTIP 2005 Report Ranking • Shift emphasis in the scoring and evaluation process to Strategic Alignment and Benefits to the Commonwealth

  14. RTIP 2005 Report – Prioritization (Change) • Priority Technology Investment Projects (PTIP) will not pull top 2 projects (or 30%) from each Secretariat • PTIP will be based on 1 – n ranking • Agency priorities will be factored into the 1 – n ranking
