Identification & Selection of Beneficiaries • Identification of categories such as homeless, project affected people, disaster affected people, dilapidated, expansion etc • Categorisation under BPL and APL • Priority to BPL families (supply /subsidy driven schemes), this list be validated by Gram Sabha • APL families (demand driven / bankable loans with interest subsidy from GoI/ State Govt) • Congested houses / Joint Families in need of bigger homes • Expansion of old IAY funded home with repayable bank loan (zero subsidy) • Kerala approach can be a starting point to generate “excluded” category

  5. Identification of Houses • Individual Houses • Own Land Available • Using Encroached GP/Govt/Forest Land (Regularise) • Land Not Available with beneficiary (Allot GP/Govt land) • Land not available with GP/Govt (Purchase/Acquisition) • Cost • Enhance budget for BPL to Rs 70,000/- per home • Homestead plot allocation be enhanced

  6. Aggregate Housing • Cluster of 10 houses for Rs 7,00,000 with 1,00,000 for common basic amenities (roads, drinking water, community toilet etc) • NREGA could be used to supplement the above

  7. Strategies / Financial Sources • Ensure convergence with NRLM, NREGA etc. • Central Government • State Government • Banks & Financial Institutions • Beneficiary Contribution • Tribal Affairs Ministry, Dept of Fisheries, etc could supplement fund availability for ST category houses, fisher folk etc.

  8. Institutional Capacity • Dedicated institution be created (eg APHFCL) to achieve Shelter Security in mission mode using integrated approach / convergence • Adequate professional staffing be created for this organisation

  9. Years wise Targets • Year wise targets could be decided based on Shelter Security Survey Results by respective State Govt / Dedicated Institution • Combination of saturation approach with focus on ease of implementation

  10. Building Materials & Technologies • MoU with association of cement, steel, manufacturers etc for ensuring cost effective availability of conventional building materials • Promote use of non-conventional building materials to adopt green building materials and technologies (HUDCO, Building Centres, IITs, NIRD, Dev Alt, Auroville etc)

  11. Manpower Availability & Training • Integrate with NRLM and RBCs • Conduct regular training workshops for masons, carpenters etc • Design and Implement Certificate Course for Crafts persons involved with Rural Housing Sector
