A decade of IT changes • EU's IT industry looked so strong less than 15 years ago as France successfully competed with US IT giant IBM thanks to Honeywell Bull's mainframes, Germany with their range of Siemen’s mini-computers in UNIX platforms. The UK was leading on software innovative development (e.g. Logica) and New Media technologies (e.g. Macromedia Flash animation).

Causes for a decline in EU’s IT • Globalisation, the European enlargement and the decreasing knowledge gap between Europe and fast-improving developing countries such as India and China were instrumental in bringing unwanted changes to the IT sector in Europe

EU’s IT status of non-IT companies • The giants in the European IT-industry still play an important role as 10 years ago, but it is increasingly evident that many small and medium enterprises (known as SME's) in the EU struggle to self-run their IT operations in a cost-effective manner. • These days the IT expertise seems to excel more in its IT Management practices (from IT project management, green IT and Information Management to putting IT as a driving force for Business Process Re-engineering)

EU’s IT conandrum in public sector informatisation departments • From the public sector point of view, changes could not be more dramatic. From running a small IT department within an organisation to running IT for the organisation and for the citizens in your area (a city, a province, even a country!)

Never-ending situation for current public sector informatisation departments • Does the European public sector have the knowledge of new fast-changing technologies in the public sector? you learn the programming language COBOL, Object-Oriented programming comes along, you learn how to program in C++ and the market moves to programming in Java, one learns Java, .Net (pronounced dot net) appears in the market... • Do small IT departments in the public sector have the resources to cope with the new demands forced upon them?

Partnerships and Outsourcing as a possible solution • The answer to current issues: Partnerships (with other similar organisations) and Outsourcing entire operations and software development to the private sector (public-private partnerships). IT Outsourcing not only brings financial gains, but the ability for non-IT organisations to focus in their core business instead of worrying about how to better run their IT infrastructures

Benefits of EU’s outsourcing to China will be on both sides • So, if you are wondering why a European would stand in front of a Chinese audience and provide advice that could potentially hinder European's ability to maintain its no longer leading IT sector, the answer is because all the other European sectors rely on IT to run their operations and without outsourcing off-shore the cost of their operations could mean the difference between a profitable enterprise and one that bring losses and is no longer viable

Recommendations • Research on which EU country will benefit more from the expertise / infrastructures you can offer with a balance on the financial gains it may bring to you • Get senior technical staff with experience in running similar systems preferably in Europe • Get macro IT infrastructures that can run many businesses concurrently • Be pro-active in making obvious how you intend to MEET INTERNATIONAL STANDARDS (e.g. from data protection act to ISO 27002:2005 on IT Security, etc) • Understand how to satisfy the cultural environments of those countries that require outsourcing • Initially, partner with reputable individuals / organisations that have a base in the outsourced countries

Next steps 下步措施 Expected results 预期目标 If one decides to go for low-risk, quick growth, consider • starting with the simplest of them all, web hosting and move on to web services as quickly as possible • move on to data warehouses • disaster recovery centres. They are in the top list of many, but SME's can hardly afford • software development (middleware/connectors for system integration particularly of legacy systems is what the fuss is all about) Don’t forget cost of localisation • compliance (many wish to do so and do not know or cannot afford to do so) • innovation (China is getting an increasing reputation in their build-up of 3D virtual worlds China can build this for SME's at a very low-cost as it mainly depends on talented man-power) Note: The European way example: a yearly competition inviting those that are about to graduate to come up with the most innovative idea and a plan to implement it based on European IT status at the time - Reward for the winning University and a nice 1-year contract for the winner

Summary Expected results 预期目标 • The IT market has changed a lot in the EU and not every business can afford to use it • China and particularly Hebei has got the IT expertise and the attitude, it just needs to take it a step further... • expert RESEARCH on logistics, where to start small (Internet services) and quietly but with big ambitions and human / technical resources, move on to running large IT system • Choose your partners in the countries of your choice with great care (only with a successful track record) and do not delay. • THIS IS THE RIGHT TIME for CHINA AND EUROPE IS THE RIGHT PLACE.
