  1. City of Bay MinetteTitle: Recreation DirectorDepartment: Recreation Salaried Exempt Position Summary The purpose of this position is to plan, organize and coordinate the year-round community recreation program for seniors, adults, youth and visitors, including physical activities, special interest classes, and summer programs. Essential Functions The following duties are normal for this classification. The omission of specific duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required and assigned. Specific duties listed may not be required for all positions within this classification, but are determined by the normal requirements for the particular position. Plan, organize and direct the operation of the City’s recreation programs and services, including but not limited to the following: Skating Rink, Bowling Alley & Grill, Recreation Youth Sports, Kelly’s Kids Summer and Afterschool Camps, Municipal Pool and Senior Activities. Provide technical expertise, information and assistance to the Mayor, City Administrator, commissions, committees and other groups regarding assigned functions; assist as needed in the formulation and development of administrative policies, procedures and programs; advise the Mayor and/or City Administrator of unusual trends or problems and recommend appropriate corrective action. Promote the City Sports Complex to attract softball tournaments and coordinate all resources needed to host those events. Coordinate with other city departments to provide for the facilities maintenance and custodial upkeep of the parks and recreational facilities.

Plan, organize and implement space needs studies and long- and short- range programs and activities designed to identify specific types and sizes and locations of needed recreational facilities and services. Establish division goals, objectives and priorities; set goals and performance criteria for sections within the division; monitor and measure attainment of objectives, goals and priorities and implement corrective actions in project phases and objectives as necessary. Communicate and meet the City officials, public and private organizations, agencies, citizens and contractors regarding recreation activities and programs; resolve issues and conflicts and exchange information. Prepare or direct the preparation of a variety of narrative and statistical reports, records and files related to departmental operations, activities, budgets, contracts, grants, insurance claims, committees and departmental goals and activities. Supervise and evaluate the performance of assigned staff, including professional, clerical and special projects staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary action; plan, coordinate and arrange for appropriate training of subordinates. Direct the preparation of annual preliminary budget recommendations for the division; analyze and review budgetary and financial data; develop purchasing and budgetary policies and guidelines for the division; control and authorize expenditures in accordance with established limitations. Analyze community needs and demographics including administering surveys to develop appropriate programs and services; organize and allocate divisional resources to provide optimum services in a timely and efficient manner. Evaluate situations to determine consultant requirements; select consultants and negotiate contracts; oversee and coordinate special projects. Communicate with the Mayor’s office on claims, lawsuits, and other issues requiring legal counsel and assistance.

  3. Enforce a variety of policies, regulations and procedures regarding the operation and use of parks and recreation facilities; assure compliance with established City and departmental policies. Responsible for the overall marketing program of the division through coordination with the City’s Community Relations Coordinator Responsible for coordinating the purchase of all supplies including food concessions needed for athletic events. Perform related duties as assigned. Minimum Qualifications Bachelor’s degree in parks and recreation, public administration or related field and five (5) years of increasingly responsible parks and recreation management experience, and three (3) years of supervisory experience. Must possess and maintain a valid Alabama driver’s license. Additional Qualifications Knowledge of recreation philosophy, planning and administration; knowledge of the equipment, facilities, operations and techniques used in a comprehensive community recreation program. Ability to develop, coordinate and direct varied activities involved in a community recreation program and special community events; ability to establish and maintain effective working relationships with employees, supervisors, other agencies, participants, instructors, community leaders, and the general public; ability to communicate effectively orally and in writing; ability to plan and supervise the work of paid staff and volunteers. Certifications in Certified Pool Operator, Lifeguard Training, First Aid/CPR, Bloodbourne Pathogens and a CDL with passenger endorsement. Minimum Requirements to Perform Essential Job Functions The following requirements are normal for this classification. Specific requirements may not apply to all positions within this classification, but are determined by the normal requirements for the particular position. PHYSICAL REQUIREMENTS: Must be able to operate a variety of equipment including mechanics tools, service truck, tractors, bush hog, shovels, weed eaters, blowers, cleaning tools, must be able to lift 50 lbs, etc. Physical demand requirements for some positions within this classification may at times be at levels of those for heavy work. DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include maps, directories, and procedural manuals. INTERPERSONAL COMMUNICATIONS: Requires the ability to speak with and/or signal people to convey or exchange information, including giving/receiving assignments and/or directions to/from co-workers, assistants, managers, or supervisors as well as communication with the general public.

  4. LANGUAGE ABILITY: Requires ability to read a variety of Recreation documentation, directions, instructions, and methods and procedures. Requires the ability to write basic job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice. INTELLIGENCE: Requires the ability to learn and understand recreational principles and techniques, to understand departmental policies and procedures, to make independent judgments in absence of supervision, and to acquire and be able to expound on knowledge of topics related to primary occupation. VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions. NUMERICAL APTITUDE: Requires the ability to add and subtract, multiply and divide and determine time and weight. FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment which includes standard measuring devices. MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using recreation and maintenance equipment and to operate a motor vehicle. MANUAL DEXTERITY: Requires the ability to handle a variety of items, grounds keeping and maintenance equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination. COLOR DIFFERENTIATION: May require the ability to discern color. INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency. PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
