    4. Reasons for Undertaking an Exercise Program To improve readiness and to build local capacity for dealing with emergencies and disasters To clarify relative roles and responsibilities To improve inter-agency coordination To identify unresolved issues and potential problems in advance of a disaster To identify planning, training and resource needs To foster confidence of stakeholders/general public

    5. Tabletop Exercise Characteristics Informal – low stress – discussion-oriented Focuses on evaluation of plans, policies and procedures, not individual or agency performance Ideal training tool for coordinating the plans and actions of multiple agencies Not all answers known – unresolved issues identified during round-robin critique

    6. Exercise Objectives To test capabilities/procedures including, but not limited to: ICS application- Command Structure Communications Staging Vehicles/Personnel Personnel accountability Interagency coordination EOC Activation ?

    7. The Rules Roles and Responsibilities Participants - Use current response procedures, plans and agreements. Observers – Take notes during TTX play and please provide your observations/input! Facilitators – Help fill out the storyline, answer questions, and moderate conversation. Keep play focused, manage time.

Assumptions and Artificialities The scenario is plausible, events occur as presented There are not trick questions or hidden agendas All participants receive information at the same time Respond with everyday solutions and existing assets There is no single accepted solution Open and safe venue Varying viewpoints and disagreements are expected

    9. Exercise Scenario It is Wednesday January 20th 0800 hours The weather outside is overcast with temperatures in the mid 30’s. There is a slight wind coming from the east. Roughly 700 students have settled in for the day at Coal Ridge Middle School. A small group of 20 or students are in the main commons area conducting a study group.

    10. Exercise Scenario There is an explosion at the school. WC-COM receives a 911 cell phone call from an adult female stating there has been an explosion in the commons area of Coal Ridge Middle School. The caller is hysterical and difficult to understand. At the same time a flood of 911 calls stream into WC-COM. The Firestone Police, Frederick/Firestone Fire Protection District are toned to respond to a possible explosion at the School. Notification comes into WC-COM from fire alarm company.

    11. 10:05 The first officer arrives on scene. The scene is chaotic as students are evacuating the school. A small amount of smoke is billowing out of the main entrance of the school. There are no visible flames. Some of the students are injured and several are having difficulty breathing. VISUAL: Fire alarm is going off. Sprinklers have been activated. Students are evacuating.

    12. Situational Update WE-COM airs on the police channel that they have a school official on landline. The school official states that the school has started evacuating the students. The fire appears to be out but there is property damage and some of the students are injured. A teacher witnessed an unknown male enter into the building shortly before the explosion. Several of the responders have children that attend this school.

    14. Event 2 – Incident Operations WE-COM dispatches they have received information from a teacher stating a man entered into the commons area with a back pack. He spoke to a student and left the cafeteria shortly before the explosion. No one could say were the man went after the explosion. Various reports are indicating that there are victims in the immediate vicinity of the commons area and are exhibiting minor to severe injuries.

    16. Situation Update The intruder was located in an empty classroom dead from an apparent self inflicted gun shot School has been cleared for any secondary devices 6 critical 15 non-critical

    17. Event 3 – Scene Containment and Public Information Dozens of frantic parents begin to arrive on scene. They leave their cars anywhere they can as they run to find their children. Media is arriving on-scene. They are approaching family members, students, teachers and various first responders. Phone lines from the School District, Firestone Police Department, Weld County Sheriff’s Office, and Fire Departments, and 911 start to become jammed with parents and relatives calling any number they can find in an attempt to talk to a live person.
