Role of Private Sector In Botswana Narrow economic base; dependent on minerals & largely driven by govt expenditure Low private sector contribution in the economy in the past Country’s vulnerability to external shocks (financial crisis) Need for private sector participation emphasised to address these challenges Private sector is expected to lead economic diversification process Increased role of private sector esp in policy decision making & implementation Economic growth & diversification as pronounced in NDP10 Botswana Excellence Strategy (aimed towards achieving economic diversification; eg. estblishment of hubs) Private sector keen to improve its competiveness & grow out of overdependence on govt

    6. CDE in Botswana BEDIA-CDE Cooperation since 2002 BEDIA Appointed as CDE Antennae for Botswana in 2002 Agreement between CDE Government of Botswana signed in December 2003 BEDIA hosts the CDE-Regional Office for Southern African Region (SAF) CDE Regional Office official opened in May 2004

CDE Initiatives in Botswana Assistance offered through Private sector development & investment promotion Feasibility study on fish farming in Botswana Training on packaging & marketing of products for Masa Semi-Precious stones-Enterprise support services in Botswana Feasibility study on ostrich farming in Botswana Efficiency energy management for SME’s in Southern Africa (Botswana, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Zambia) Private Sector Development Strategy Implementation

Private Sector Development Strategy Aimed to stimulate the development & growth of the private sector development; engine of growth Identifies strategies that will establish an enabling environment for business activities Strengthening SMEs, improve their competitiveness, reduce dependency on govt CDE to lead in executing the activities in partnership with public & private institutions CDE-BEDIA-BOCCIM-BEMA relationship BOCCIM (WIBA,HATAB)

Market Access Agenda Country engagement in multilateral, bilateral & regional trading agreements to promote investment & increase export market opportunities SACU, SADC, SADC-EPAs, SACU-India, SACU-Mercusor, etc Private sector participation in national trade negotiations (e.g. NCTPN & sub-technical committees) SADC-EPA (trade in services negotiations)

Market Access Challenges Capacity constraints Multiple membership of member states in the regional trade blocks Implication on regional trade facilitation (varying customs procedures, Rules of Origin, etc.) Tripartite Agreement: SADC-EAC-COMESA: to overcome some of the challenges Eastern Southern Africa Business Membership organisations’ network, active in developing policy position papers towards the convergence of the tripartite (11 countries involved)

Conclusion Country’s middle income status affecting its ability to get financial assistance (priority sectors’ development affected) Need for diversification of the economy Address capacity & resource constraints (private sector, intermediary organisations) Improved policy framework for investment Leveraging on the EU’s technical & financial assistance for development purpose (capacity building, training, enhancing entrepreneurs) Increased market access for local products & attracting FDI inflows Need for further assistance
