Program Review: Compliance Review of the Preschool Program is required by the preschool regulations (704 KAR 3:410 Section 9) “A local school district preschool program shall be subject to evaluation by the Department of Education to determine the effectiveness of the statewide preschool program”

  6. Preschool Program ReviewAt A Glance 1 District evaluates all classrooms using the ECERS-R (using interrater reliable ECERS-R observers)

  7. Preschool Program ReviewAt A Glance 2 RTCs conduct ECERS-R on 30% of classrooms (random sample) during the cohort year with one observation per site District completes on-line Preschool Program Review Report (P2R) (self-assessment tool for the preschool regs on FileMaker Pro)

  8. Preschool Program ReviewAt A Glance 3 • KDE reviews Preschool Program Review (P2R) Report and other documents • KDE assigns district site visits • Note: Not all districts will receive onsite visit

  9. Preschool Program ReviewAt A Glance 4 KDE provides district with commendations, recommendations and findings based on review District completes Action Plan addressing any findings. Note: Districts may write action plans as they complete the P2R doc.

Why is KDE using the ECERS-R It is an indicator of High Quality Programs “Provides a safe and nurturing environment that promotes the physical, social, emotional, aesthetic, intellectual, and language development of each child while being sensitive to the needs and preferences of families.” NAEYC (1996) Environment is more than furniture and materials – includes interactions and activities! 3

  13. Key Things to Remember • Not a test • Picture of “real life” for children in your classroom • Can’t “fix” everything • ECERS-R is a tool to identify areas for improvement • KDE goal is “5” • Doesn’t mean you will start there • Some classrooms will get there, others won’t 8

  14. Preschool Program Review (P2R) Process • The state goal is a 5.0 average on the ECERS-R. Remember this is a goal.

  15. P2R Timeline 2013-2014 District completes Online P2R and gathers documents District conducts ECERS Observations (all classrooms) Initial training RTC conducts ECERS Observations (30% of classrooms at all sites) District Inter-rater reliability by Oct 1 Spring Aug - Oct Jan-Feb Apr-June
