Background – Nuclear energy R&D • In Finland nuclear energy R&D consist of research in three major areas: • nuclear power plant safety, 39 % • waste management, 50 % • fusion, 10 % • In nuclear power plant safety nearly 40 % of research is done in public research programmes • In waste management only 2 % of research is in the public research programmes

National research programmes • In Finland public research is organised into research programmes with 3-4 year duration • The tradition dates back to 1989/1990 • Currently in the three major areas: • nuclear power plant safety SAFIR 2003-2006 • waste management KYT 2002-2005 • fusion FUSION 2003-2006

SAFIR 2004 – The Research • 4,87 million € and 35 person years • 23 research projects • VTT as the major research organisation (some 90 % of research), others • Lappeenranta University of Technology • Fortum Nuclear Services • Helsinki University of Technology • plus some other partners as subcontractors

SAFIR – The Education • SAFIR is an important forum for education of nuclear experts in Finland • Education takes place via research work in the SAFIR projects • Education is a continuous process • New experts into the nuclear field - largely via tutoring by the old experts • New challenging tasks for the old experts – old experts have to acquire new skills

SAFIR – The Network • SAFIR is a forum for information exchange and link between researchers and organisations: • some 130-150 persons involved in the research work in the projects of SAFIR • 80 persons from safety authority STUK, utilities Fortum and TVO, VTT, universities and other organisations involved in the quidance of research via the steering group and six reference groups (meeting 3-4 times annually)

VTT’s role in SAFIR • VTT Processes has been selected as the coordination unit for the period 2002-2004 • VTT is the main/responsible partner in 16 out of the 23 research projects in 2004 • VTT has a key role in the funding of SAFIR for 2004 with 1,3 million € • VTT’s research units decided independently on their funding in SAFIR and the direction of the funding within SAFIR

  14. SAFIR 2004 • Reshaping of funding structure by change of legistlation, prepared by Ministry of Trade and Industry (KTM). The change of legistlation took place 1.1.2004. • Effects on SAFIR: funding by KTM, STUK and Utilities replaced by funding from a separate fund administrated within VYR (Valtion Ydinjätehuoltorahasto, State Nuclear Waste Management Fund) • Funding collected from Finnish utilities Fortum and TVO pro MWth

SAFIR 2004 • Three-step selection process for projects: • Numerical evaluations by reference groups • Evaluation meetings of the reference groups • Final evaluation meeting of the steering group • Result: • Research continues in all six areas • 7 new projects • 16 projects continue from 2003 • More weight on area 3: Containment and process safety functions

SAFIR 2004 scope • 21 research projects, where VYR funding involved + 2 research projects funded by Finnish National Technology Agency Tekes and Finnish Utilities +administration, total volume 4,87 M€ • Funding VYR 2,62 M€, VTT 1,31 M€, NKS 0,10 M€, Fortum 0,23 M€, EU 0,09 M€, Other partners 0,52 M€ • TIFANY and AMY projects under the ”SAFIR-umbrella” with Tekes and utility funding, reported in SAFIR
