Health Action Partnership International HAPI brings together leading professionals and organisations from across the world to improve the effectiveness of action to address the social and economic determinants of health, and to build capacity in countries to tackle health inequalities. Our role is to act as a broker. We provide: • Technical assistance • Project management • Consultancy • Twinning and partnership

  3. HAPI – Organisation structure • Secretariat in London with representatives in Brussels, • Africa and India. • Partners from around the world. • Global council to direct its work.

  4. The project and its aim Project funded by European Union, External Relations Directorate. 2 years Aim: To develop closer transatlantic ties between civil society organisations in US and EU, and develop an increased understanding of the issues relating to underage drinking and harm to adolescents.

  5. Goals • To identify research on the implications of underage drinking on adolescent development, and longer term impacts (including as far as appropriate an indication of how costing the impacts might be undertaken). • To identify public health surveillance mechanisms for underage drinking, potential risk factors, (and protective factors) and down-stream affects. To consider how to identify as far as possible distributional effects (e.g. by educational status). • To explore policy options including minimum age policy, regulation of alcohol products and marketing, density of outlets, and also look at harm reduction strategies re accidents and injuries, and supporting families, and enforcement of alcohol policy.

  6. Deliverables A website A series of four meetings: • Meeting 1: Where are the commonalities? Evidence of problem, effective strategies, barriers to implementation. • Meeting 2: Update on efforts to fill the gaps in data/evidence; success stories and strategies for overcoming barriers to implementation; moving towards draft recommendations for policy makers • Meeting 3: Update on efforts to fill gaps in data/evidence and on overcoming implementation barriers; refining recommendations for policy makers; strategies for disseminating those recommendations; presentation to US policy makers • Meeting 4: Update on efforts to fill gaps in data/evidence and on overcoming implementation barriers; refining recommendations for policy makers; strategies for disseminating those recommendations; presentation to EU policy makers

Timetable October 2010: development of project website December 2010: first EU-US dialogue meeting (in US) May/June 2011: second EU-US dialogue meeting (in EU) October 2011: interim narrative and financial report Nov / Dec 2011: third EU-US dialogue meeting (in US) May/June 2012: fourth EU-US dialogue meeting (in EU) October 2012: final financial and narrative report

  8. Influencing policy Policy recommendations will be based on the best available evidence for what is effective in what circumstances and with what groups, to reduce underage drinking and its associated harms. These will be discussed directly with policy makers from the EU and US.

  9. Dissemination • EuroCare website - specific section. • EuroCare network of members – 50 voluntary and non-governmental organisations in 20 countries. • All partners will be asked to consider key stakeholders. • WHO/PAHO will be asked to identify key stakeholders

  10. Time contributions and accounting Those partners who signed up to the project agreed to give: 12 days of time Accounting • Statement of the number of days contributed • Accommodation, travel and subsistence records must include receipts and boarding passes.

The first civil society dialogue Day One • To review the evidence of impact of underage drinking on individuals, the community and society. • To begin to look at effective policies • To understand the context of alcohol policy in the EU and the US • To begin to look at data analysis questions • Common themes Day Two • Engagement with policy makers • Preparations and timings for the second meeting
