Asuntha Chiang-Smith • Asuntha Chiang-Smith currently holds the position of Executive Director, Governor’s Subcabinet on Base Realignment and Closure (BRAC) and serves as Deputy Chief of Staff for Economic Development for the State of Maryland. She is charged with overseeing the Governor’s Subcabinet on BRAC which is comprised of heads of Maryland’s departments and agencies that are most involved in the State’s BRAC-related activities and tasked to coordinate and oversee the implementation of all State action to support the mission of military installations in the State that are affected. Ms Chiang-Smith works closely with Lt. Governor Anthony Brown, who chairs the Subcabinet to ensure that Maryland develops the adequate infrastructure for BRAC, provides suitable and responsive workforce training, and identifies the business opportunities to come, while preserving the quality of life of Maryland’s residents. During this presentation, she will discuss how the Maryland Subcabinet on BRAC selected, planned and executed specific infrastructure development projects to support the BRAC relocations with emphasis on Lessons Learned and Best Practices established as a result of this enormous Economic Development effort. A Certified Project Management Professional (PMP) and ASQ trained auditor, Ms. Chiang-Smith’s most recent position was Program/Project Manager for CACI/Veterans Health Administration “VHA” and Centers for Medicare & Medicaid Services “CMS” in Baltimore, Maryland. She has worked for more than a decade for the House and Senate, state government and in the private sector. Early in her career she served as a legislative aide for former Congressman Norman Y. Mineta where she assisted with military personnel, economic development, education, tax law, and science & technology. She has also worked as a special assistant to Senator Barbara A. Mikulski handling military and immigration issues; and as Special Assistant for Economic Development to former Governor Parris N. Glendening. In addition, Ms. Chiang-Smith has held the position of Director of Policy Development for the Department of Business and Economic Development and Administrator of Military and Federal Affairs, respectively, for the State of Maryland. Ms. Chiang-Smith is a military wife of a Marine Corp Gulf War Veteran and holds a Masters Degree in Public Affairs & Communications.
