Background • Council approved 2011 Budget, which directed Transit Services to achieve $22M in annualized savings • The approved Budget includes free service to seniors Mondays and Fridays from noon onward, continuation of the U-Pass, maintaining Community Pass at current levels, the hiring of 74 additional operators, etc. • If change is not implemented, our public transit system will demand a property tax increase of at least 5% by 2016 – this represents an additional $145M tax pressure for residents • This Budget builds on $21M in previous efficiency savings achieved by OC Transpo since 2008

Background • 2011 Business Plan presented to Transit Commission on Feb. 16 • Identified “network optimization” as a means of saving $19.5M annually and $6.5M in 2011 (additional savings add up to $22M and $7.3M) • Identified 4 categories of potential changes. • Additional internal efficiencies also being pursued (timed for 2013 and beyond) • Council policy of providing service to 95% of residents within convenient walking distance (5 min. in peaks, 10 min. at off-peak)

Launch of Public Consultations • Today is the launch of an extensive public consultation process • March 23 – April 7 • Online information and Customer Feedback Form • PSAs, advertising, take-one distribution • City-wide Open Houses • Councillor support at community meetings • Consultation with potentially affected agencies and organizations • The network service proposals are a starting point that will be refined over the next month and a final recommended plan presented to Transit Commission April 20 • Service changes to take effect September 4

The Model for Change Categories • Unchanged or improved routes • Route consolidations • Shorter routes • Reduced hours of service for low-ridership routes or sections Results • Carry same number of customers at a lower cost • Reduce duplication and low-ridership sections • Improved or no change of service to 93% of customers

Developing the Proposals Criteria • Ridership data • Operating experience • Budget direction • Service standards – no overcrowding and leaving capacity for growth • Feedback from customers and Councillors Goals • Build a more efficient and sustainable transit system for the future • Provide customers and Members of Council ample opportunity to participate in process • Communicate widely with our customers and the public • Mitigate the impact on customers – for example, adding as few additional transfers as possible

  7. All Affected Routes

  8. Central Preston • Route 85 changed to operate on Preston between Albert and Carling, replacing part of Route 3. • Eastbound trips on Routes 101 and 102 changed to operate on Carling between Preston and Bronson. • New Route 185 would provide summer weekend service from downtown to the Agriculture Museum. Bronson • Route 4 to operate on Bronson between Albert/Slater and Carleton University, replacing part of Route 85. • New Route 104 to operate between Hurdman Station and Carleton University, replacing part of Route 4.

  9. Central Tunney’s Pasture • New Route 107 to operate through Tunney’s Pasture and on Parkdale. • Route 6 shortened to end at Carling Station and Route 82 shortened to end at LeBreton Station. • Trips north of Tunney’s Pasture Station on Route 176 removed. Downtown (evenings and weekends) • Routes 9 and 12 to turn around at Elgin evenings and weekends. • Route 85 to turn around at Laurier Station late evenings and weekends.

  10. Central Sandy Hill • Route 16 shortened to end at Lees Avenue, with new service on Greenfield . Service to the General Hospital would continue to be provided by Route 106. Route 5 on Main would be more frequent at busy times. • Route 316 combined with Route 16, which would operate two ways on Chapel between Somerset and Lees. • Route 18 changed to operate on Laurier, replacing Route 5, which would operate through Lower Town on St. Patrick. • Route 18 changed to operate through downtown on Albert/Slater.

  11. Central Removal of former Communibus routes • Route 153 removed. Customers would still be served by Routes 1, 2, 4, 5, 6, 7, 14, and 85. • Route 306 removed. Customers would still be served by Routes 1, 5, 7, 9, 12 and 14. • The Communibus routes introduced low-floor buses to the system, but by this fall, all OC Transpo buses will be accessible low-floor buses. Gatineau • The section of Route 105 north of Place du Portage to boulevard Sacré-Coeur removed. • The trips to and from Gatineau on Route 88 would be replaced with extra trips on Route 8.

  12. East Vanier • Route 5 changed to follow a shorter and consistent route through Vanier, along Marier, Pères-Blancs, and Montfort. • The section of Route 5 serving the Montfort Hospital replaced by Route 129. CSIS / NRC / Aviation Museum • Routes 12, 124, and 127 changed to serve the bus stops on Ogilvie near City Park. • The section of Route 129 north of the Montfort Hospital to the Aviation Museum removed, but would operate on summer weekends. • Route 190 removed.

  13. East Overbrook • Route 18 changed to follow a shorter route through Overbrook, along Donald, Lola, and Coventry. • Route 103 removed. Terminal / Belfast / Industrial • Route 121 and the western part of Route 125 combined into one route, operating along Terminal, Belfast, Industrial, and Innes.

  14. East Southeastern Employment Areas • Routes 191 and 192 combined into one route. • Buses to operate from Hurdman Station along the Transitway, St. Laurent, Tremblay, Parisien, Michael, Newmarket, Old Innes, Sheffield, Walkley, Russell, Ages, Stevenage, Belgreen, and Russell.

  15. Kanata and Stittsville Glen Cairn / Katimavik / Bridlewood • Routes 62, 63, and 64 combined into one route, operating along Rothesay, Glamorgan, Castlefrank, McCurdy, Castlefrank, and Katimavik to Eagleson Station, then on to downtown. • The section of Route 61 on Palomino removed. • Route 167 removed. • Route 169 removed south of Eagleson Station. Beaverbrook / Kanata Lakes • Route 68 extended to serve Keyrock. • Route 168 changed to operate as a two-way loop via Goldridge, Beaverbrook, Varley, Eagleson Station, and Katimavik. • Routes 65 and 165 removed.

  16. Kanata and Stittsville Kanata North • New Route 93 to connect Kanata North to Bayshore Station at all times of the week, with a connection from downtown in peak periods. • Route 93 to replace Route 160 and parts of Routes 101 and 182. • Route 169 removed north of Solandt. • Route 182 to continue to operate from Lincoln Fields Station through Bayshore Station to the former Nortel location, with some trips continuing to the DRDC location at Shirley’s Bay.

  17. Kanata and Stittsville Stittsville (improved service) • Route 163 extended along West Ridge to Fernbank. • Peak-period Stittsville trips on Route 96 changed to bypass Terry Fox Station. • Service in the morning peak period on Route 262 increased to 8 trips. Palladium / Huntmar (improved service) • Some trips on Route 96 extended to Palladium and Huntmar, to serve a possible park and ride lot. • Route 263 changed to operate along Huntmar.

  18. Orléans and Cumberland Orléans Boulevard • Route 31 changed to operate from Innes along Viseneau, Meadowglen, Forest Valley, and Youville to Jeanne d’Arc Station, then on to downtown. • Route 34 changed to operate from Renaud via Joshua, Saddleridge, Navan Road, Orléans Boulevard, and Fortune to Jeanne d’Arc Station, then on to downtown, replacing parts of Routes 23, 39, and 133. • The section of Route 23 on Longleaf and Pagé removed. • The section of Route 34 on Beauséjour removed. • New Route 134 to operate from Renaud via Joshua, Saddleridge, Navan Road, Orléans Boulevard, and St. Joseph to Place d’Orléans Station. This route would replace parts of Routes 125 and 133. • The section of Routes 32 and 131 on Sunview and Belcourt removed. The section of Route 32 on Grey Nuns removed.

  19. Orléans and Cumberland South Orléans (improved service) • Route 33 extended along the Blackburn Hamlet Bypass between Mer Bleue and Montmère, to end at Millennium Station. • The new Route 113 to operate from Millennium Station along Montmère, the Blackburn Hamlet Bypass, Jeanne d’Arc, and Road 174 to Blair Station. • Route 135 extended along Lakeridge to Harvest Valley. • Route 130 combined with part of Route 131 via Forest Valley, and the section on Jeanne d’Arc replaced by Route 113. • Until the Blackburn Hamlet Bypass is complete to Mer Bleue, buses would detour temporarily along Innes and Tenth Line.

  20. Orléans and Cumberland Orléans (North of Road 174) • Route 34 changed to operate along Orléans Boulevard and Fortune, replacing part of Route 39. • Route 37 changed to operate along Bilberry, replacing part of Route 39. • Some trips on Route 38 extended to start at Trim Road, replacing that section of Route 39. • Some trips on Route 130 changed to operate along Orléans Boulevard, St. Louis, and Hiawatha to Résidence St-Louis. • The section of Route 37 on Décarie and the section of Route 131 on Fortune removed.

  21. Orléans and Cumberland Orléans to Carleton University (improved service) • New Route 104 to operate at all times of the week between Hurdman Station and Carleton University. • New trips added from Place d’Orléans Station to Carleton University at class times when express routes are not operating. Cumberland (rural) • On Route 221, in Cumberland Village, the stops east of Dunning removed and the route would start at Cameron and Old Montreal. • On Route 232, the sections east of Vars on Devine, Dunning, and Russell removed and the route would start on Rockdale at the north edge of Vars.

  22. South Blossom Park / Leitrim • Route 142 combined with Routes 40 and 144. • The section of Route 40 on Lester and Davidson removed. • Route 144 extended to Leitrim Station. • Route 197 removed. Johnston / Tapiola • Route 43 changed to make a stop at the upper level of Greenboro Station. • Route 43 replaces peak-period trips on Route 143.

  23. South Springland / Flannery • Route 87 changed to operate on Flannery and Springland between Brookfield and Walkley, replacing Route 140. • Northbound trips on Route 146 in the morning peak period changed to operate along Southmore and Fielding, west of McCarthy. • The section of Route 87 on Riverside between Heron and Walkley, and the section of Route 140 on Thorndale removed. Alta Vista • The section of Route 88 on Alta Vista between Heron and Bank removed and replaced with extra trips on Route 8.

  24. South Clementine / Heron Park • Route 112 changed to operate along Bélanger, Clementine, and Heron, replacing this section of Route 115. • The section of Route 115 south of Heron on Kaladar, Brookfield, and Clover removed. Riverside South • Route 145 removed.

  25. Southwest Central Nepean (1) • Routes 111 and 117 replaced by revised Route 4, operating from Baseline Station along Meadowlands, Viewmount, Chesterton, Meadowlands, Prince of Wales, and Heron. • Route 156 shortened to operate from Baseline Station along Woodroffe, Medhurst, Woodfield, Merivale, and Colonnade. Service on Chesterton replaced by Route 4, and service on Merivale replaced by Route 176. • Short trips on Route 176 changed to operate along MacFarlane and to turn around on Auriga, Antares, Hunt Club, Prince of Wales, and Deakin, to return west on MacFarlane. These trips to operate in peak period. The section of Route 176 on Amberwood removed. • New Route 159 to operate from Viewmount along Fisher and Holland to Tunney’s Pasture Station in the morning peak period and over the reverse route in the afternoon peak period. continued next page

  26. Southwest Central Nepean (2) • Route 116 to operate east of Antares / Auriga from Hurdman Station and Greenboro Station. Service on MacFarlane and Merivale replaced by Route 176 and service on Meadowlands replaced by Route 86. • Route 3 would no longer operate. Service on Fisher replaced by Route 159. Service on Meadowlands and Prince of Wales replaced by Route 4. Service on Colonnade replaced by Routes 116 and 156. • Route 57 replaced by parts of Routes 4, 86, and 159. • Route 158 to no longer operate. The connection between Colonnade and Hurdman Station replaced by Route 116. The section on Prince of Wales north of Meadowlands replaced by Route 4. Service on Prince of Wales between Meadowlands and Fisher removed.

  27. Southwest Manordale / Trend-Arlington • Route 172 changed to operate along Craig Henry, Bellman, McClellan, and Banner in both directions, replacing part of Route 174. • Route 172 changed to operate along Majestic, Newhaven, and Knoxdale in both directions, at times that Route 174 does not operate. • Route 173 changed to operate along Majestic, Newhaven, and Knoxdale, instead of West Hunt Club. • Route 174 changed to operate during peak periods only from Knoxdale/West Hunt Club to Baseline Station. • The section of Route 174 north of Baseline Station to Carlingwood replaced by Route 87. The section of Route 174 west of Greenbank replaced by Route 172.

  28. West Bells Corners (improved service) • Route 97 extended to Queensway-Carleton Hospital and Bells Corners, replacing part of Route 166. • Route 152 changed to operate through Queensway-Carleton Hospital. • Route 166 to continue to operate to Crystal Beach and Nortel. • The section of Route 97 on Woodridge would no longer operate.

  29. West Maitland / Churchill / Kirkwood • Route 150 to operate Monday to Saturday, between Lincoln Fields Station and Westboro Station, via Iris, Maitland, and Churchill. • Route 155 to operate Monday to Saturday, between Clyde/Merivale and Westboro Station, via Kirkwood. • Route 151 to continue to operate along Clearview and Lanark. Dumaurier / Queensway Terrace North • The section of Route 154 east of Pinecrest through Queensway Terrace North removed. • Route 172 and Route 173 to operate along Dumaurier to and from Bayshore Station. .

  30. West Employment Areas in the Greenbelt • The new Route 180 to operate from Bayshore Station to the NRCan location on Haanel north of Timm, replacing Route 179. • The trip from Lincoln Fields Station on Route 188 to the CFIA location to become a trip on Route 170 from Fallowfield Station. Carlingwood • Special trips on Route 2 to operate to Carlingwood from Westboro Station along Richmond Road and from Lincoln Fields Station via Ambleside, replacing parts of Routes 18 and 156. • Route 87 extended from Carlingwood to Baseline Station. • Most customers travelling to Carlingwood able to transfer to Routes 16, 85, or 87.

  31. Reduced Hours of Service (1) • Route 5 – To operate until 20:00, seven days a week, plus late trip • Route 6 – To operate during peak periods only • Route 16 west of Tunney’s Pasture Station – To operate until 22:00 Monday-Friday and until 19:00 on Saturday • Route 106 east of General Hospital – To operate during peak periods only • Route 116 east of Antares/Auriga – To operate until 22:00 Monday-Friday and 19:00 on Saturday and Sunday • Route 120 – To operate until 20:00 Monday-Friday plus late trip • Route 127 – To operate until 20:00 Monday-Friday plus late trip • Route 136 – To operate during peak periods only • Route 137 – To operate until 20:00 Monday-Friday plus late trip continued next page
