  3. AIP Dates & Deadlines Funding Calendar • Where should each airport be with their funding request? (Do you know where your grants are?) • Helpful hints along the way. (Helping us will help you with smoother process and more funding.)

  4. AIP Dates & Deadlines Always be working on three (3) areas, past present, future: • Past: complete the work in existing grants, and close them out! • Present: get plans, contracts and other documents necessary and submit grant applications for current year grants! • Future: plan and update your ACIP, and prepare for future year grants!

AIP Dates & Deadlines Month of April • Sponsors must complete designs, bid projects, obtain costs and prepare Grant Application for current year grant. • Goal is applications to FAA by mid-June. • Update ACIP to FAA for next fiscal year (April 30 deadline for discretionary requests for upcoming federal fiscal year.)

  6. AIP Dates & Deadlines Month of May • May 1, ADOs finalize the next fiscal year (2008) funding requests and ACIPs. • Airport sponsors should submit grant applications for current year grants. • Sponsors that will not use their entitlements notify FAA, and funds will be carried over to next year. • Hint: Anytime you know that grant costs will exceed estimates, then let ADO know ASAP so we can pursue additional funds.

  7. AIP Dates & Deadlines Month of May (con’t) • ADOs may meet with States to review Federal AIP program and coordinate with State requests. • ADOs work with Region to finalize Regional ACIP to HQ.

AIP Dates & Deadlines Month of June • Keep those Grant Applications coming in. • FAA/HQ will review/finalize the next year (2008) ACIPs by end of June. • July 1 is the start of most State fiscal years…Be thinking of your State funding request. • Hint: if you need environmental or other approval, get it in to FAA early!

  9. AIP Dates & Deadlines Month of July • FAA distributes final funds in current year (2007). (Converted carry-over and remaining $) • Sponsors submit grant applications. Deadline for all new grant applications is July 15 of each year! • For executed grants, construction should be started and ongoing.

  10. AIP Dates & Deadlines Month of July (con’t) • FAA/HQ will review the Region’s proposed ACIPs for the following fiscal year (2008). • Headquarters provides comments back to the Regions, and Regions comment to ADOS. • ADOs revise the ACIPs and finalize for following fiscal year (2008).

AIP Dates & Deadlines Month of August • All grants executed and returned to FAA by August 31….end of fiscal year 2007! • FAA/HQ finalizes discretionary “candidate” ACIP projects for next fiscal year (2008). • The Federal ACIP for next year is final, so obtain a copy to reconcile with your local and state funding programs.

AIP Dates & Deadlines Month of September • Federal year is over, catch your breath. • Construction of existing and new AIP grants should be in full force. • FAA is reconciling (internally) the completed AIP program with the next-year ACIP. Hint: Review your consultant contract(s). Are they current?

  13. AIP Dates & Deadlines Month of October • Happy New Year! (federal fiscal year that is) It is now Federal Fiscal 2008!

  14. AIP Dates & Deadlines Month of October • 15 day window to adjust ACIP for last year changes (projects not funded or deferred) • No new grants until after Congress reauthorizes and appropriates funds for the AIP.

AIP Dates & Deadlines Month of November • FAA/ADO will send copies of ACIPs to sponsors for update of next fiscal year program (2009). • Also an FAA letter will be sent notifying sponsors of the April 30 deadline for discretionary funding. • Sponsors should be finalizing their next federal fiscal year ACIP planning.

AIP Dates & Deadlines Month of November/December/January • Within 15 days of new AIP appropriations, FAA/HQ will distribute discretionary $ budget to Regions. • Within 60 days of new AIP appropriation, FAA/ADO programs avail. entitlement, state apportionment and discretionary $$ • However…if appropriations slips, all following actions slip along with it.

AIP Dates & Deadlines Month of December/January • Within 30 days of ADO programming funds, we should have Congressional notice and FAA issues T.A. letter. • Sponsors should review consultant contracts, coordinate scopes of work and be ready to issue NTP for consultant work. Hint: If you have an upcoming project for design-only, planning or env. study, get FAA approval of the scopes and contracts early!

AIP Dates & Deadlines Month of February • Prepare those early grant applications! • Sponsors review their ACIP • Make sure consultant have your designs complete and ready for spring bidding Hint: Do you know advantages of “advance programming” FAA grant funds? (In FY-06, FAA issued over $40 million in grants in March!)

  19. AIP Dates & Deadlines Month of March • Be sure to attend the FAA-Penn State Airport Conference in Hershey, PA. • Meet with your ADO project managers and consultants to discuss status of current, and future AIP grants.

AIP Dates & Deadlines Month of April • April 30 deadline, if your next year ACIP requires discretionary funds, sponsors must: • ALP must be up-to-date • Land acquired for projects in the ACIP request • Required environmental assessment to FAA • Must respond to the FAA, ACIP letter with the request for funds.

  21. AIP Dates & Deadlines Hints to make the AIP smoother • Sponsors: Hire a professional (don’t do it yourself) • Land acquisition is usually the toughest type of project. http://www.faa.gov/airports_airtraffic/airports/environmental/relocation_assistance/
