  2. Consultation Questions • Who should the PEM-BPL target – who are the “peers”? (i.e. departments, job titles, job profiles) • What kinds of Peer Learning activities would be most useful? (i.e. site visits, electronic networking, benchmarking, videoconferencing, documenting good practices, etc.) • How would participants benefit most from this program? (i.e. concrete incentives for participation)
