SWIM is not: A big system in a new facility A giant database A replacement for FAA telecommunications program SWIM is an information technology program that will operate in the background to provide seamless information to users who have a valid need for the data What is SWIM? SWIM will: • Lower information costs • Increase speed to establish new interfaces • Increase common situational awareness • Increase National Airspace System agility

  4. Problems with Current FAA Information Sharing Host WARP Each connection is custom and does not satisfy future data exchange needs. Existing point to point hardwired NAS. Costly development, test, maintenance, CM. New decisions linked to old data constructs. Cumbersome data access outside of NAS. IDS/ERIDS ASDE ATOP ERAM STARS/ ARTS/ TAMR TFM Inter-Agency TMA CIWS

SWIM Acquisition Strategy • Distribute (Leverage existing programs to deploy the 9 capabilities) • Use existing (implementing programs) contracts and contractors to develop requirements, design, test, implement • For example • En Route System (ERAM) – Lockheed Martin • Traffic Flow Management (TFM) – Computer Services Corporation (CSC) • Weather Systems – MIT Lincoln Labs

SWIM Acquisition Strategy • Design (Enterprise services participation) • SWIM Program Office will use existing contracts for program office support (systems engineering and integration activities) • Boeing is the main SWIM Program Office Integrator Contractor (Teaming) • Trade Studies and Prototype Development • COTS software for Core Services Procured and Provided for Analysis

SWIM Acquisition Strategy • Integrate (Enterprise connectivity) • Provide Core Services software to existing implementing programs • Use existing contracts for integration in FY08-FY10 • New Acquisition - SWIM Integration Contract possible in FY10 for systems engineering support • Govern (Manage across domains) • Establish Governing Policies
