QPF verification

Average the QPF data and models at 0.5°x0.5° resolution using the climatological state network of ~4000 raingauges. Compare 6-hour accumulated rainfall data and models with thresholds of 0.5 mm/6h and 5 mm/6h, for both Winter 2013 and Summer 2013.
