Annual Work Programme Rail transport • Part of Priority 1: The acceleration/facilitation of the implementation of TEN-T projects • This priority addresses: • studies concerning the development of TEN-T projects with the aim of creating a mature project pipeline for 2014 and beyond. • works for mature projects to be completed by 2015, where the TEN-T funding would fill a financing gap and where the EU added value is clearly demonstrated. • Objectives for rail transport • to develop an interoperable railway network and • To reinforce the role of rail as an essential component of integrated transport systems in Europe. Annual Work Programme Rail transport • Measures intended to remove bottlenecks, in accordance with Article 5 of the TEN-T Guidelines, and • measures addressing cross-border sections, in accordance with Article 28 of the TEN-T Guidelines. • These Actions should lead to a significant amount of synergy, both in terms of measures to be implemented to obtain greater efficiency in construction and the subsequent use of infrastructure in the European interest, and in terms of investment. • Measures addressing the implementation of telematics applications, in accordance with the relevant TSIs • Where possible, linkages and connections to other transport modes shall be an integral part of the action. • Measures for the deployment of the ERTMS will not be funded under the Annual Work Programme (see next slides) Rail Transport

Objective of the call 2012 • Actions shall focus on facilitating and speeding up implementation of the European Deployment Plan. • equipment and upgrade of lines and trains will be further supported, as well as • actions that will reinforce interoperability between lines and on board equipment from different suppliers. • -> EnsuringthatERTMS equipped trains can cross borders on ERTMS equipped lines, without any additional compatibility tests being necessary. TestingCarry out Test campaigns in accredited laboratories • Conditions • Involve on-board units from at least 2 different suppliers; • Involve at least 2 facilities independent and accredited; • with a view to ensure transparency ; • all test requirements for on-board units indicated as mandatory for the 2.3.0d/ Baseline 3 (Subset-076) to be passed. • to demonstrate interoperability between (ETCS Baseline 2 Release 230d and/or Baseline 3) lines and (ETCS Baseline 2 Release 230d and/or ETCS baseline 3) on-board equipment from different suppliers Rail Transport

Testing – Enhancement of quality of the tests • Enhancement (by developing/upgrading tools or means) of • The quality of the tests • The quality of the test specifications • The readability (and traceability) of test results • It includes the possibility of comparing those results among laboratories. • Conditions • the corresponding software shall be publicly available leading to improvements in an off-site testing process. Addressing Technical issues • contributing to the implementation of the ERTMS or to the implementation of the MoU 2012. • effect on GSM-R of public communications evolution; • key management system; • classification of SRS requirements for ETCS Baseline 3; • Baseline 3 subsets maintenance; • standardised DMI-EVC interfaces. • Other subjects linked to the MoU could be proposed, however considered as having a lower priority.
