Electronic Pen Packet • Current: Counties collect the PAPER Pen Packet documents and fax or mail them to TDCJ. • TDCJ then enters the DATA from the documents in the Pen Packet and schedules the offender for intake. • TDCJ has a staff of typists that enter the data presenting a RISK of data entry error. • Counties have the COST of housing the offender until TDCJ can schedule them for intake.

Integrated Justice • The Texas Path to NIEM project identified 28 county to county and county to state transactions and created NIEM compliant XML transactions. • 14 of those transactions were identified as part of the TDCJ Pen Packet. • The Texas Path to NIEM consisted of the county collecting the data for each Pen Packet document and sending an XML transaction containing only data elements to TDCJ. IT WAS NO FIELD OF DREAMS, WE BUILT IT BUT NO ONE CAME.

  5. What is NIEM? • The National Information Exchange Model (NIEM) (/niːm/ neem) is an XML-based information exchange framework from the United States. NIEM represents a collaborative partnership of agencies and organizations across all levels of government (federal, state, tribal, and local) and with private industry.

Once Transactions Are Identified • Will each county build their own systems to generate the NIEM transactions? • Can WE partner with a vendors to assist in NIEM conformance? • Can a system be created that works for all counties and TDCJ? • Can we leverage Cloud Technologies to ensure CJIS compliance?

  9. Issues • Unfunded project for most counties and agencies at this time. • How to coordinate an ongoing dialogue/planning to keep the initiative moving forward? • TDCJ and Counties need a venue and organizational means to gather requirements and discuss solutions. How can we get this done?

  10. QUESTIONS: • SHOULD TCJIUG FORM A WORKING GROUP TO ADDRESS THIS CHALLENGE? • Who would join? • HOW COULD WE COORDINATE WITH VENDOR COMMUNITY TO ENSURE BEST SOLUTIONS IDENTIFIED? • HOW CAN WE GATHER DATA ON Existing county it systems?
