3. INTRODUCTION • There are two most important tasks in university are: training and science - technology activity. These two activities have a close relationship, and are two mechanical tasks of each university. • Research and technology activity create basis, conditions, for teaching duties. On the contrary, teaching reflects the results of research and international cooperation activities. => Participating in research and technology activity is a measure of professional competence of lecturers

10. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 1. Establishing and improving operational efficiency of research team • Set up a core team for scientific research to look for potential funding sources, thereby developing proposals for research and implementation of projects. • Each department will be an independent research team. When cooperation is needed, research teams (departments) in the faculty will cooperate and connect with each other as well as cooperate with faculty members of other units (faculties, centers, institutes ...) inside and outside the university.

11. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 1. Establishing and improving operational efficiency of research team(Continuously) • Every year, each research team must have at least two proposals submitted in order to encourage writing the proposals • When submitting research proposals at the university level, The Faculty will select proposals for each research team(subjects) • For each notification of proposed topics and projects. The faculty will select a team leader. The team leader will have the full authority to make the decision to mobilize resources to write the proposal, and will be the coordinator of the project when funded.

12. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 2. Organizing scientific seminars and participating in scientific conferences • The faculty will hold periodical scientific conferences (at least once a semester) to share the results of scientific research activities to facilitate faculty members to exchange academic and research experience. The faculty will assign departments to undertake scientific conferences alternately. • Faculty members will be given the most favorable time to actively participate in national or international specific scientific conferences / seminars to update new knowledge and strengthen links with the network of scientists.

13. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 3. Search for funding • The core team, deputy dean are primarily responsible for finding information on domestic and foreign funding sources. • Regularly visit the websites of ministries, departments and provincial departments for the earliest information on the proposal/research mission notifications.

Search for funding (Continuously) • Frequently visit the websites of international donors, NGOs for the earliest information on the proposal/research mission notifications. • Frequently connect with businesses to build relationships and seek for funding • Overseas trained individuals strengthen links with universities and professors to undertake joint research between the two faculties, universities.

15. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 4. Material incentives • The Faculty Board will mobilize human resources to work with the research groups to prepare proposals when the team leader proposes. • The faculty will arrange the most appropriate time to enable young lecturers to focus on science and technology activity such as placement of substitute lecturers, teaching aids, exemption from participation in some activities of the faculty. • Support material conditions such as office, equipment of the faculty to serve science and technology activity

16. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 5. Non-material incentives • Contributions related to science and technology activity of the Faculty are the top priority criteria for annual emulation and commendation for individuals. • Annual awards for individuals who make active contributions to science and technology activity

17. SOLUTIONS TO PROMOTE SCIENCE AND TECHNOLOGY ACTIVITY OF YOUNG LECTURERS 6. Administrative and management support • Faculty will actively enhance the relationship with partners to create opportunities for young lecturers to participate and connect with potential sponsors. • Faculty will mobilize human resources (deputy dean) in Faculty to support the implementation of administrative procedures related to science and technology activity.
