Background • IT-PRISM, in its 13th meeting held on 01/09/2005, approved establishment of e-DISHA Citizen Service Centres at Districts, Sub Divisions and Block level in a phased manner & D-Net in each District • Dy. Commissioners will identify a space of 1500 Sq. ft for each e-DISHA Centre. • Suggested to run project initially in three-four Centres on pilot basis in respect of services which can be provided straight away.

Background • e-DISHA an IT driven electronic interface between the Government and citizens. • Application software for various public services developed by NIC-HRSC in collaboration with the DEIT for implementing at e-DISHA Centres. Objective • To facilitate general public to have information/status about transactions being done with various Government departments at district and lower levels and • To provide effective and timely services to the farmers and general public at large.

Administrative Setup • Task Force, headed by PSCM, to plan, monitor the progress fortnightly, backend computerization, finalize the business model, RFP, scrutinize the bids, put up the matter before High Powered Committee. • Technical committee to assist the TASK force • High Powered Committee headed by Chief Minister to finalize the valid technical bids.

Implementation Plan Phase-I • To establish and operationalize one District Level e-Disha Centre (DLeDC) at every District Mini Secretariat by • 01.03.2006 where constructed space is available. • 01.09.2006 where building is to be constructed. • Around 1500 sq. ft. constructed area required. • DEIT will create ICT infrastructure for DLeDC at all mini secretariats as an extension of D-Net project. • Initially 10 service counters proposed to provide citizen services. • Leased line connectivity between DLeDc & HALRIS Centre, MC at DHq. • DITS will implement DLeDC project.

G2C Services Being Offered at Districts • Following services are being delivered to citizens at one or more districts under different names, as per the interest / motivation of individual DC. • Driving License (Learners, Permanent, Duplicate, Renewal, addition etc (36) • Vehicle Registration (New, Transfer, duplicate RC etc) (36) • Issuance of Certificates: Residence (18), Income (15), SC (17), OBC (17), Handicapped (2) • Forms & Procedures – Downloadable forms will have to be declared valid along with payment of form purchase fee (DTE, BOSE, Univ.) • Passport application acceptance & processing (19)

Nakal / Jamabandi for District HQ Tehsil – Bar coded print outs will have to be declared legal by Revenue Department • Receipt of Applications for Social Welfare Schemes: Old Age & Widow & Handicapped Pension, Financial Aid to Destitute Children, Scholarship for Handicap Children, Family Benefit Scheme, Kanyadan Scheme, Widow Daughter Marriage, Indira Awas Yojna, Below Poverty Line • Birth & Death Certificates - Registration and issuance for District HQ Municipal Committee (8) • Services related with Arms Licenses (8) • Services related to House Tax for District HQ Municipal Committee (67) • In the first phase, every DLeDC will provide above services

D-Net Initiative • D-Net HW, SW :(1 Server, 10 PCs, 05 Laser, 2 Deskjet, N/W Laser, 5 KVA UPS, S/W) • Districts Already Have : 07 (Hsr, Roh, Snp, SrS, Ktl, Pkl, Grg) – PCs, printer, Ups with individual officers. • Covered after 13th IT-PRISM: 12 (Amb, Bhw, Fbd, Ftb, JJr, Jnd, Krl, Krk, Nrl, Mwt, Rwr, Ynr) • Not Covered:01 (Panipat)

DLeDC Requirements - Site Preparation • To be got done by respective DCs. • An amount of Rs. 5 lacs each is proposed for site Preparation at 17 locations & Rs. 1 lacs each at Grg, Ktl, Ynr. • Seven districts Fatehabad, Mewat, Narnaul, Panipat, Rewari, Sonipat, Sirsa may require construction of building also. • Additional Rs. 5 lacs is proposed for construction of Building • IT Society will incur this expenditure.

DLeDC Requirements • Manpower Requirement • Initially one operator will be provided for every service window. • one junior programmer to act as supervisor of the DleDC. • One operator required for operating and manning the Help desk at DLeDC. • One regular Accountant in Govt. service will be deployed at each DLeDC for additional duty. • Payment of salary of these officials through DITS, • IT Society will refund to DITS for first one year. • Subsequently DLeDC will generate enough resources by levy of service charges, and will become self sustainable

  21. Responsibilities of the D.C. offices • Deputy Commissioner shall be Head of DLeDC. • One HCS officer be appointed as Chief Executive officer (CEO) of DLeDC in concerned district. • Will extend services of electrician, Sweeper & peon-cum-messenger for upkeep of DLeDC, • To make arrangements for security of equipment in DLeDC. • CEO will ensure timely delivery of services as per time lines fixed by government

  22. Responsibility of NIC - HRSC • To act as technology consultant in e-DISHA project at State & Districts • Develop and maintain the application software used for providing the services to the citizens at e-DISHA Centres. • Hosting of Backend database and e-DISHA Portal. • Establish BASE (Backup, Archive & Security) framework • Training to operators & supervisor for Delivery of Services & manning of DLeDC.

  23. Responsibilities of DEIT • Providing of ICT infrastructure & allied resources for DLeDC • Facilitating Re-engineering of Processes and release of various Government Orders and notifications. • Fixation of user charges. • Capacity Building through HRD Programmes • Fixing time lines for delivery of services in consultation with inline department • IT Security and Performance Audit • Public awareness, advertising, publicity and marketing to reach up to maximum population

  24. Responsibilities of Inline Departments • The concerned Departments, who will be the stakeholders in the proposed model, have to make plan of action for the back-end readiness. • The success of the model ultimately would depend on the error-free computerization of the back-end activities in the Departments. • Departments will have to bring change in work culture by the process re-engineering, wherever required. • Departments to promote delivery of services through DLeDC over existing / conventional methods

  25. Operation Timings • Initially single shift from 9 A.M. to 5 P.M with half an hour lunch break • DLeDC will have six day week • In future depending upon workload, DLeDC may operate from 8 A.M. to 8 P.M. in two shifts.

  28. Phase-II: Rollout Across the State • Successful implementation of Phase-I services at DLeDC in each district will help: • In standardization of the applications, • Strengthening of backend and • In working out a rollout plan across the entire state on a PPP business model. • In integration with proposed 1 lakh Common Service Centres under NeGP of GOI • These e-DISHA CSCs will be integrated with SWAN (AADHAAR), which will be in place within one year time
