  6. 2013 NRPs Analysis of the structure and content of the 2013 NRPs regarding R&I • Where are how are national R&I reforms presented in the NRPs? • What are the main policy trends in the EU based on the NRPs? • To which extent are ERA and IU used to structure the presentation of national R&I reforms in the NRPs?

  7. 2013 NRPs Where are how are national R&I reforms presented in the NRPs? (1/2) • Commission guidance on drafting NRPs -> template • Intro • Macroeconomic context • CSR • Policies for national targets • Additional reforms and use of SF • Institutional issues and stakeholders involvement • Variety of situations: 16/4/8 • Lengths: average 60-80 pages but interval [19-354!] • Policies for national targets, except SE/PL (CSR) & ES (AGS) • Certain duplications between 2 chapters

  8. 2013 NRPs Where are how are national R&I reforms presented in the NRPs? (2/2) • Taxonomy of national R&I reforms • Governance aspects (26) • Policies shaping public research system and funding (20) • Policies linking research system to business (17) • Policies supporting businesses and innovation system (25) • Level of detail

  9. 2013 NRPs What are the main policy trends in the EU based on the NRPs? • Concentration of measures on 4 policy areas • Governance: R&I strategies, implementing bodies and policy evaluation (20) • Governance: R&D prioritisation and RI3S (17) • Linkages: strengthening links between science and business (15) • Support to business: supply-side measures (14) • Comparison with COMPET guidance shows gaps: • Strategic intelligence (2) • Strengthened public R&D funding (5) • Access to private financing (3) • Demand-side measures (5) • Links with industrial policy (3) • Innovation clusters (7) • Commercialisation of research results (4)

  10. 2013 NRPs What are the main policy trends in the EU based on the NRPs? • Other policy areas with relatively few policy efforts • Evaluation and funding allocation mechanisms (7) • Modernisation of HE/research institutions (5) • Open access (3) • IPR awareness and support (4) • Internationalisation and open innovation (4) • But lack of information on starting points… • Possible importance of these policy areas • Areas for future targeted ERAC policy mutual learning? • Areas where many MS are active • New areas

  11. 2013 NRPs To which extent are ERA and IU used to structure the presentation of national R&I reforms in the NRPs? • Commission guidance on NRPs invited MS to outline actions to complete ERA • 11 MS reported on national ERA reforms, but only MT, SE and AT detailed some activities • 5 MS mentioned ERA without specific measures • 12 MS did not mention ERA • However, many national reforms relate implicitly to ERA • IU mentioned by 7 MS

  12. 2013 NRPs Tentative conclusions • Scope for greater consistency in the way R&I reforms are presented in the NRPs -> ERAC template in view of future NRPs? • Insufficient coverage of EU policy guidance in terms of R&I reforms presented -> use of proposed taxonomy in view of further efforts? • Nature of NRPs (new developments, concise) -> need for a more comprehensive survey of R&I policies? • Insufficient (explicit) reporting on national ERA (and IU) reforms -> commitment for next NRPs?
